To achieve this, it has implemented ICT applications in different aspects of administration. The major activities that National Informatics Centre (NIC) undertakes include the following:

The National Institute of Electronics and Information Technology (NIELIT) is currently accepting applications from eligible and qualified candidates for filling up of following Scientific & Technical Posts in National Informatics Centre (NIC). The Ministry of Electronics and Information Technology (MeitY) will carry out the recruitment process for NIELIT’s Scientific and Technical Posts.

Eligibility Criteria

a) EDUCATIONAL QUALIFICATION

1. For Scientist B positions:

The candidates applying for the post of Scientific and Technical posts must possess one of the following degrees in one or a combination of the fields mentioned below the following list:

  • Bachelor’s Degree in Engineering
  • Bachelor’s in Technology
  • Department of Electronics and Accreditation of Computer Courses B-level
  • Associate Member of the Institute of Engineers OR Graduate Institute of Electronics and Telecommunication Engineers
  • Master’s Degree in Science (MSc)
  • Master’s Degree in Computer Application
  • Master’s Degree in Engineering/Technology (ME/M.Tech)
  • Master’s Degree in Philosophy (M Phil)

List of fields:

Electronics, Electronics and Communication, Communication, Informatics, Computer and Networking Security, Computer Application, Computer Sciences, Software System, Information Technology, Information Technology Management, Computer Management, Cyber law, Electronics, and Instrumentation.

2. For Scientific Officer/Engineer-SB and Scientific/Technical Assistant-A positions:

The candidate applying for the position must possess the M.Sc./MS/MCA/B.E./B.Tech degree in any one or a combination of the below-mentioned fields as mentioned below.

Electronics, Electronics & Communication, Electronics & Telecommunications, Informatics, Computer Sciences, Computer and Networking Security, Software System, Information Technology.

The candidate must obtain the essential qualification on the date of closing of the application (as of 4th April 2023).

b) EXPERIENCE:

It is not necessary for the candidates to possess relevant experience in the respective field to apply for the Scientific and Technical Posts at the National Informatics Centre (NIC).

Age Limit

The candidates currently serving at Government Organizations working in same field or allied cadres posts receive an age relaxation of 5 years. A plus point is that the services rendered in a particular post will be an efficient discharge of duties after selection at the National Informatics Centre (NIC). This will help them fulfill their duties efficiently and in the best possible manner. Other upper age limit criteria will be based on the guidelines laid by the Government of India.

NOTE (Age calculation):

The date for determining the age limit shall be closing date for online application submission. This date is 4th April 2023.

 

PLACE OF POSTING

The person selected will receive a posting anywhere in India and outside India according to the requirements of the National Informatics Centre (NIC).

 

Application Process

Before applying, candidates are advised to go through this advertisement carefully in detail for determining their eligibility as per the laid down criteria for the post.

The authorities allow every eligible candidate to submit only one application for each post. Failure to do so may lead to the application’s rejection/cancellation.

The admission at all stages of the recruitment will be purely provisional, subject to satisfying the prescribed eligibility conditions.

Candidates are requested to apply online on the official website between 04/03/2023 (10:00 am) & 04/04/2023 (5:30 pm). The officials will not accept any other means/mode of application. Candidates are required to have valid e-mail identification and an active mobile number. The procedure/steps for filling up applications online are briefed as under.

The complete Application can be submitted in the following 3 steps:

STEP 1: Register on the official website with your Email id.

STEP 2: Submission of application details.

STEP 3: Payment of application fee online (if applicable, see section 4.3 for details).

The officials treat an application as complete only if all three mandatory steps (Steps 1 to 3) are completed successfully. If a candidate is not able to submit the fee by the closing date and time, or the application is incomplete, the officials will reject his/her candidature without any explanation.

Applicants can view his/her application details from the “View Application Option” option available on the home page. One needs to login in at the official website with the login credentials (received at the time of the application process). The applicant is required to make sure that the ‘Application Status’ on the application form has one of the two options. This includes — 1. “Application Submission Completed Successfully and Application Fee received” and 2. “Application Submission Completed Successfully and Application Fee not Applicable”. If the candidate does not keep note of the Application Status, the officials will treat the application form as incomplete. In such cases, the officials hold the right to reject the application summarily.

Candidates must remember that the official authorities will not entertain any further query related to filling up or completing the application form.

 

Choice of Centre of Written Examination

Candidates applying for the Scientific and Technical posts at NIC have the facility to choose the centre of their choice for the Written Examination from the cities listed below. The officials do not provide permission later. However, NIELIT reserves the right to direct the candidate to appear for the Written Test at any location irrespective of his/her indicated choice depending upon the number of applications received and the administrative convenience. Application Fees

The applicants shall pay the Application Fee (non-refundable) at the rates indicated in the table below through online payment mode via application software only:

Candidates who are applying for more than one post needs to pay Rs 800/- (including taxes) for every specified post.

The candidate will have to pay the bank charges towards the remittance of the application fee. The concerned department will not accept fees through any other mode like Cash, Demand Draft, Pay Order, Cheque, or Challan.

Note: The candidates will not receive any refund for the application fee paid during the application process.

 

Selection Process

The officials will receive the Selection at National Informatics Centre (NIC) through a written examination and interview for Scientist ‘B’ and Scientific Officer/Engineer-SB Posts and only through written examination for Scientific/Technical Assistant – “A” Post.

The written examination will be in ONLINE mode. The question paper will comprise 120 Multiple-Choice Questions (MCQs) that candidates must answer in a maximum time of 3 hours. The medium of written examination for this government firm recruitment process is English.

The question paper will consist of 65% questions from Technical Area and 35% questions from Generic Area.

Every question will carry 1 (one) mark and there will be a negative marking of 0.25 mark for each wrong answer.

The minimum percentage to qualify for the written examination will be 50% for General/EWS, 40% for OBC, and 30% for the SC/ST/PWD categories. The cut-off marks specified would be applicable in the overall marks (i.e., Technical/Generic Combined) and each section (Technical/Generic) separately.

 

For Scientist-B & Scientific Officer/Engineer-SB:

The officials will call the candidates who have qualified for the written examination for the interview round based on the merit position and reservation policy, etc. These candidates are known as shortlisted candidates.

The final selection of eligible candidates for appointment will depend on the candidate’s combined performance of the candidates in the written examination and interview. The marks weightage for the written examination and interview will be in the ratio 85:15. It is mandatory to appear in the interview for selection.

 

For Scientific/Technical Assistant-A:

The final selection of eligible candidates for appointment depends on the merit position (based on the reservation policy) arrived from the candidates’ performance in the written examination.

 

Online Examination:

The officials will examine the eligible candidates in the online mode. If more candidates apply for this exam for NIC Scientific and Technical Posts, then the concerned officials decide to conduct the exam in multiple batches/sessions. In such cases, normalization will be followed among batches. In the event of any technical lapses, re-examination will be conducted at affected examination centers. In addition, the affected candidates will receive permission as per the broad scheme given below:

In case of any minor technical glitches including system breakdown for a specific period, then exam-conducting officials will reset the timer and will start from the time it stopped. Candidates must keep in mind that the officials will not conduct any retest. The officials have the authority to extend the exam time to the affected candidates.

However, if a particular center experiences a major fault and more than 70% of candidates attempting the exam in that particular center could not take the exam, then the examination at that center stands canceled. The officials will schedule the respective exam on a new date with a new question paper. In this case, the candidates will not have to pay any additional fee for a retest. However, affected candidates should make their own arrangements to appear for a retest on the specified new date(s). In addition, if any of the candidates fail to attend the retest for any reason, the officials will not allow a retest for the candidate under any circumstances.

The final result will be based on and calculated as per the scheme of normalization (formula) given in the official notification.

 

VERIFICATION OF DOCUMENTS

For Scientist-B & Scientific Officer/Engineer-SB posts, the concerned officials will perform the verification of requisite documents at the time of the interview. They allow the candidates to attend the interview round after the successful verification of the original documents in the recruitment process.

Mere fulfilling of requirements as laid down in the advertisement does not qualify a candidate for a call to attend the personal interaction/interview. Candidates must understand that mere fulfilling of the advertisement’s requirements does not qualify a candidate for the personal interaction/interview in any manner.

For Scientific/Technical Assistant — The officials will conduct a thorough verification of documents before the candidate’s joining date.

One must keep in mind that only shortlisted candidates will receive a call for document verification.

 

Interview

Shortlisted candidates shall be intimated about the date and venue through SMS/e-mail communications to the registered email ID/Mobile phone by NIELIT.

The candidates will have to attend the interviews in Delhi or any other location/mode as per the competent authority’s final approval.

No request for postponement or change in location is allowed/entertained.

 

IMPORTANT INFORMATION

CITIZENSHIP:

A candidate must be either: (a) a citizen of India, (b) a subject of Nepal, (c) a subject of Bhutan, (d) a Tibetan refugee who came over to India before 1st January 1962 intending to permanently settle in India, or (e) a person of Indian origin who has migrated from certain countries. These countries include Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Burma, Pakistan, Malawi, Zaire, Ethiopia, and Vietnam with a plan to settle permanently in India. These points depend on the fact that a candidate belonging to categories (b), (c), (d) or (e) mentioned above must be a person to whom the Government of India will issue the certificate of eligibility.

 

RESERVATION:

a) Reservation for SC/ST/OBC/EWS/PWD (minimum 40% disability) candidates shall be as per the Govt. guidelines. The candidates must upload a copy of the Caste/Category Certificate in the formats prescribed by the Government of India. The Certificate for PWD must indicate the percentage of disability in the respective candidate. Along with this, the Certificate for Backward Caste must indicate that the candidate does not belong to the persons/sections (Creamy Layer) mentioned in Column 3 of Schedule to the Government of India, Department of Personnel & Training O.M No 36012/22/93-Estt(SCT). This column dated 8/9/93 (current one) will receive amendments from time to time (Proforma for SC/ST/OBC/PWD etc. certificates are provided in Annexure “B”).

b) The Benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by a Competent Authority as per DoPT OM No.36039/1/2019-Estt (Res) dated 31st January 2019. The income and Asset Certificate issued by any one of the following authorities in the prescribed format shall only be accepted as proof of the candidate’s claim as belonging to EWS. (Annexure “C”)

  1. District Magistrate/Additional District Magistrate/Collector/Deputy Commissioner/Additional Deputy Commissioner/1st Class Stipendiary Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner.
  2. Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate.
  3. Revenue Officer is not below the rank of Tehsildar.
  4. Sub-Divisional Officer of the area where the candidate and/or his/her family normally resides.

 

CUT-OFF DATE FOR AGE, QUALIFICATION, AND EXPERIENCE:

The cut-off date for calculating the age and completion of eligibility conditions concerning essential qualifications and experience (if applicable) is 4th April 2023. This date will remain unchanged even in case of an extension of the closing date for the submission of applications.

 

CORRESPONDENCE:

NIELIT/NIC is responsible for all correspondences in connection with the recruitment. Every communication will take place via the registered e-mail ID and Mobile number that the candidate has submitted during the application process. Therefore, the candidate must indicate his/her primary email ID and active primary mobile number in the online application form. The communication regarding this recruitment process would reach the applicant via these details. The officials will conduct the majority of the joining/appointment process of selected candidates via registered Email and Mobile with NIELIT, by NIC. Therefore, the candidate must regularly check their emails/SMS to receive the latest updates regarding the NIC and NIELIT.

Candidates must remember that he/she grants permission to NIELIT to send him/her Transactional during the registration process in the recruitment portal and agrees to permit NIELIT to send Transactional SMS/e-mail communications to the registered email ID/Mobile phone.

After the declaration of the result, candidates must check for the update that the information present on the official recruitment website for further course of action.

APPLICATION FEE PAYMENT & ELIGIBILITY:

The NIELIT will not be responsible in case of incomplete transactions during the online payment process. It is the candidate’s sole responsibility to ensure that the correct payment of the application fee has been successful. The application fee once paid is non-refundable for every applicant. Applicants, in their own interest, should check their eligibility for the post before remitting the application fee. Applicants must understand and check their eligibility for the post before remitting the application fee.

Candidates must keep a note of the qualifications mentioned against each post to determine the eligibility associated with the NIELIT.

 

IMPORTANT INSTRUCTIONS

  1. The officials have the right to reject the applications of candidates that are not in conformity with the requirement in the advertisement.
  2. Candidates who have applied for the post of Scientist B and Scientific Officer/Engineer SB at the time of interview must bring the downloaded interview call letter, self-attested copies of the testimonials along with their originals, and No Objection Certificate (NOC) from their employer. Candidates must keep a note of the fact that if they do not bring the above-mentioned documents they will not receive permission to appear in the interview round.
  3. The final selection of candidates for appointment to the above-mentioned positions will be based on meeting the prescribed eligibility criteria, performance in the written examination, and interview (if applicable).
  4. If at any point, the officials find that the candidate has furnished incorrect information in any respect or presented forged/fabricated documents, they hold the right to cancel his/her candidature. On the other hand, if the candidate has already joined a particular post at the firm, then the officials hold the right to terminate his/her services summarily.
  5. Each candidate must affix his/her recent colour passport-size photograph (of size 3.5 cms x 4.5 cms) in JPG format of size not more than 50 KB and upload the same at the appropriate area provided in the online application form.
  6. Each candidate must also affix his/her signatures with a Black/Blue Pen on white paper and scan them to a JPG file (of dimension 3.5 cms x 1.5 cms) with a size not more than 20 KB and upload the same at appropriate space provided in the on-line application form.
  7. Candidate must upload the below-mentioned relevant documents in the given sequence in a single file in PDF Format (that must not exceed the size of 3 MB):
  • Certificate of Date of Birth (issued by Municipality or Matriculation/High School/SSC Certificate)
  • Certificates of Educational qualification (The marks in these documents make him/her eligible to apply for the post).
  • Certificates of Higher Educational qualification (if any).
  • Caste certificate {SC/ST/OBC (NCL)} (if applicable)
  • Category Certificate (PWD or any other) (if applicable)
  • EWS Certificate (if applicable)
  • Experience Certificates (if applicable)
  • NOC/Declaration (if applicable)
  1. The candidates must upload only relevant documents during the application process. Candidates must keep in mind that he/she must avoid uploading irrelevant documents as it might lead to the candidature disqualification/rejection of the application form. Apart from this, non-submission of the specified documents in the above sequence may lead to the cancellation/rejection of respective candidate’s candidature.
  2. Candidates must complete eligibility qualifications in all respects by the closing date. Qualifications obtained through Open Universities/Distance Education mode that the top authorities approve to apply for these roles wherever necessary. In addition, the AICTE-recognized ones are also allowed for employment under Central Government vide Gazette Notification No. 44 dated 1st March 1995.
  3. The candidates must go through the filled-up application form carefully before its final submission. Candidates must note that the concerned officials hold the right to reject the incomplete/incorrect application form after the completion of the application process.
  4. After submitting the application form, the candidates must download the application form. The application ID must be referred to in all future correspondence with NIELIT that relates to this recruitment process.
  5. Candidates working with Central Government/State Government/PSU/Autonomous bodies have to furnish ‘NOC’ from the authority concerned. The ‘NOC’ should also confirm that no disciplinary/Vigilance case is either pending or contemplated. Withdrawal of candidature on account of non-furnishing of any information will not confer any right to carry forward or retain the candidature for future recruitment.
  6. The officials will not entertain any request for a change of address during the application process. In addition, the concerned authorities will not entertain any change in particulars that the applicant furnishes to the registration panel.
  7. Candidates need to keep in mind that candidates will not receive any TA/DA to attend the written exam and interview.
  8. For any problems related to the online submission of the application form/downloading of admit card, candidates can send an e-mail to recruits@nielit.gov.in mentioning the advertisement number in the respective subject. No other query will be entertained at this email-id.
