Odisha Staff Selection Commission (OSSC) was set up by Govt. of Odisha as a statutory body in the year 1994 for carrying out direct recruitment against Group-C & Group-B posts in the State cadre. There are more than 140 different cadres of posts/ services under various Departments of Government against which recruitments are made through this Commission.

- The concerned department of the OSSC recruitment drive aims to fill up vacancies in the below-mentioned offices under Combined Technical Services Recruitment Examination for Group-B posts/services for different Departments of the Government of Odisha.

- Candidates must possess a valid e-mail ID and mobile number while applying for the post. One must ensure that you keep the email-id and mobile number active at least until the time of the completion associated with the recruitment process. It will help to receive important messages from the Commission regarding any of the steps associated with the submitted JE application and results as well.
- Finalized candidates will receive selection as per the vacancies present in the above-mentioned table.
- The prescribed age limit for the post of Junior Engineer (Civil) is 21 years to 38 years as on 1st January 2022. Candidates belonging to the SC, ST, SEBC, Women, PwD, Ex-Serviceman, and In-Service Contractual employees.
- The examination fee has been exempted for all categories of candidates as per GA and PG Department Notification No.9897/Gen dated 11.04.2022.
- The concerned department will conduct regular appointments with the above-mentioned pay. ‘Odisha Group-B (Repeal and Special Provisions) Rules, 2022 notified vide GA and PG Department Notification number 2946 dated 16th October 2022’ and Combined Technical Services Recruitment Examination Rules, 2022 notified vide No. 30207-GAD-FE-OSSC-0013/2022/Gen dated 26th October 2022 guides the appointment of the respective candidates.
- Candidates must ensure that they fulfill all the eligibility criteria prescribed for the post as per the published advertisement. Admission of a candidate to the written examination and other tests will be provisional based on the furnished by him/her in the Online Application Form.
- The online applications received at OSSC are liable for rejection if the concerned department receives incomplete online applications. Applicants must note that they will not receive any correspondence from the respective department of OSSC regarding the rejection.
- The concerned department holds the right to cancel the submitted application of the respective department. This is applicable if the officials find at any stage of recruitment or thereafter that the information submitted is false, incorrect, or even if the candidate has suppressed any relevant information associated with the respective application. OSSC can debar the respective candidate temporarily or permanently from the recruitment exam that the Commission conducts in the upcoming times.
- The final candidates will not receive any admission letter regarding the recruitment updates at any stage. Therefore, the candidates are advised to access the Commission’s official website www.ossc.gov.in regularly. It will help you receive updates regarding the examination date, download the admission letter, and confirm your application status.
- The candidates are advised to submit the application form well-in advance to avoid waiting for the closing date and last-minute rush.
- The commission holds the right to make the final allotment of posts based on the merit-cum-preference of posts given by the candidates. Once a post is allotted, the Commission does not change posts will be made by the Commission due to the non-fulfillment of any post-specific requirements of physical/medical/educational standards, etc.
- Candidates must indicate their preference for the posts/services while filing the online application. If the vacancies for the same post are available in many departments/HOD, the candidate should indicate a preference among departments/HOD as well. It is a mandatory step that the candidates must follow. The respective department offers another opportunity online for revising their options after the main written examination.
Eligibility Criteria
- General criteria of eligibility:
Candidates applying for the post of Junior Engineer must be:
- A citizen of India
- Possess good character
- Possess sound health, good physique, and free from organic defects or bodily infirmity
- If the candidate is married, he/she must not have more than one spouse living
- Must be able to read, write, and speak the language of Odia fluently.
Apart from the above-mentioned criteria, one must also fulfill the following:
- Must have passed Middle School Examination with Odia as a language subject.
- Must have passed the HSC examination or equivalent examination with Odia as a medium of examination in the non-language subject, or
- Must have passed in Odia as language subject in the final examination of Class-VII or above from a school or educational institution recognized by the Government of Odisha or the Central Government, or
- Must have passed a test in Odia in Middle English School standard conducted by the School and Mass Education Department, Government of Odisha.
- Minimum Educational Qualifications:

Age Limit Criteria
- The minimum age limit for Junior Engineer (Civil) is 21 years and the maximum age limit is 38 years as of 1st January 2022. The upper age limit is relaxed by 5 years for candidates belonging to SC, ST, SEBC, and all female candidates. The candidates belonging to the PwD category receive a relaxation of 10 years. PwD candidates in the SC & ST categories receive the entitlement to cumulative age relaxation of ten years over and above the normal relaxation specified for the category. If a candidate is eligible for more than one category, then he receives the benefit of the category with which he can receive more benefits during the application process. If a candidate wants to be eligible for this, candidates must not be born earlier than 2nd January 1984 and not later than 1st January 2001.
- The upper age limit is relaxable for the candidates whose application falls under Rule-8(a) of Odisha Group B and Group C posts (Contractual Appointment) Rules, 2013 according to the rules provided that they satisfy the conditions mentioned therein. The candidates must be less than 45 years as on 1st January 2022. The respective candidates must upload their self-attested copies of their appointment letter(s) for the entire period of contractual engagement in the online application form. In case, the candidates have different spells of engagement, it should be mentioned clearly in the online application form and then the candidate must upload the application form online. Such candidates keep the original appointment letter in support of their claim with them for verification during certificate verification.
- The persons in the Defence Forces who are to retire within six months from the last date of the Online Application form are eligible to apply on obtaining NOC from the appropriate authority. It must include details such as date of enrolment, expected date of discharge, and year of service rendered in the Defence Forces. They should note that they must submit the discharge and the year of service rendered in the Defence Forces. The candidates must remember to submit the discharge certificate on the date of certification verification.
Note for Ex-servicemen: Once an Ex-serviceman has joined the Government Service in the civil sector after availing the benefit as an Ex-Serviceman for this re-employment, his ex-serviceman status for re-employment in Government jobs shall cease to exist. He can avail of age relaxation only. However, according to clause-4 of the O.M. No. 36034/2014-Estt. (Res) dt.14 August 2014 of Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Government of India, if an Ex-Serviceman applies for various posts before joining any civil employment. He/she can avail of the reservation benefit as an ex-serviceman for any subsequent employment. But the candidate must ensure that as soon as he joins any civil employment, he must provide the self-declaration/undertaking to the concerned employer about the data-wise application details for various posts for which he/she had applied before joining.
The applicant must furnish a copy of the above declaration duly endorsed by the employer on the date of the Document of Verification for consideration of the claim under the Ex-Serviceman category.
Candidates must note that Border Security Force, Indian Coast Guard, CRPF, and other Para Military Forces do not fall under the definition of Ex-Servicemen.
- The Date of Birth (DOB) entered in the High School Certificate Examination by the Board of Secondary Education, Odisha, or equivalent certificate issued by the recognized board/council/by an Indian University as equivalent shall be acceptable by the Commission.
- A candidate who claims a change in his/her name after having passed the High School Certificate Examination is required to furnish a copy of the publication of the changed name in the local leading daily newspaper and a copy of notification in the Odisha Gazette in support of her/his change of name.
Pattern of Examination
The OSSC exam pattern includes the following stages:
- Preliminary examination
- Main written examination
- Certificate verification

Place and Date of the examination:
- The tentative date for the preliminary examination is January/February 2023. Final details will be present in the notice and/or admission letter.
- The admission letter(s) comprises the date, time, and venue of the preliminary examination and provides the relevant information. The candidates can download the admission letter(s) from the official website of the Commission.
Application Process
- First, the applicant must go through the detailed advertisement before filling up the online application form.
- The candidate must check the eligibility criteria mentioned in the job notification/advertisement.
- Visit the official website of OSCC (www.ossc.gov.in) and click on “APPLY ONLINE”.
- If you are registering for the first time, you must click on ‘New User’ or ‘Registered User’. After this, you must fill up the respective form seen on the screen. You must read the instructions carefully before proceeding with filling the respective application form.
- Click on the ‘Instruction to fill up Online Application Form.’ You will find the step-by-step procedure for the registration/re-registration step.
