Recruitment of Scientist-‘B’ and Scientific Assistant ‘A’

On behalf of the Standardisation Testing & Quality Certification Directorate (STQC) an attached office of MeitY, applications are invited from eligible and qualified persons for the post of Scientist ‘B’ and Scientific Assistant ‘A’ in Standardisation Testing & Quality Certification Directorate (STQC).

ELIGIBILITY CRITERIA, SCALE OF PAY AND STREAM WISE DETAILS OF POSTS TO BE FILLED

For fulfilling the eligibility criteria a candidate should possess one of the Essential educational Qualifications from a University/Institution established under either Central or State or UGC Act and requisite experience if applicable as indicated in the Table given below complete in all respects, by the last date of receipt of applications. The cut-off date for calculating the age as well as completion of eligibility conditions with regard to essential qualifications and experience if applicable will be the closing date for receipt of the application (i.e 31/12/2020). Details of number of vacancies for each post, Scale of Pay, essential qualifications and upper age limit are as under:

Scientist ‘B’

Age Limit

 Upper Age limit is given against each post.

  1. The upper age limit in respect of SC, ST, OBC, Persons with Disabilities and other special categories of persons shall be relaxable as per Govt. Rules and Orders issued from time to time.
  1. The upper age limit in respect of Government Servants, Ex-servicemen and other special categories of persons are relaxable in accordance with the orders issued by the Central Government, from time to time, in this regard.
  1. Age relaxation:
  1. Upto 05 years in case of SC/ST candidates for the posts reserved for them
  2. Upto 03 years in case of OBC(Non Creamy Layer (NCL)) candidates for the posts reserved for them
  3. Upto 10 years for PWD candidates. (15 years for PWD-SC/ST and 13 years for PWD-OBC candidates).
  4. For ex-servicemen, as per rules.
  5. 5 years for serving Central Civilian Govt. employees working in posts which are in the same line or allied cadres and where a relationship could be established that the service already rendered in a particular post will be useful for the efficient discharge of the duties of the advertised posts. Decision in this regard will rest with STQC.

Application Process

  1. Before applying, Candidates are advised to go through this advertisement carefully in detail for determining their eligibility as per laid down criteria for the post.
  1. The candidate can apply for both the posts but only one stream (CS/IT/Electronics) per post of his/her Choice.
  1. The admission at all the stages of the recruitment process will be purely provisional subject to satisfying the prescribed eligibility conditions.
  1. Candidates can apply ONLINE at https://apply-delhi.nielit.gov.in between 10.06.2021 (11:30 a.m.) and 09.07.2021 (5:30 p.m.). No other means/mode of application will be accepted. Candidates are required to have valid e-mail identification and active mobile number. The procedure/steps for filling up of applications online is available at https://apply-delhi.nielit.gov under ‘Instructions for filling Application‟ on the main Page.
  1. The application shall be treated complete only if all the Steps are completed successfully. In case candidate is not able to submit fee by closing date and time, or the application is otherwise incomplete, his/her candidature will summarily be rejected.
  1. Candidate has to specify the choice of the Stream in the Online application for which he/she wishes to apply.
  1. Applicants are required to make sure that „Application Status‟ in their application is “Submitted Successfully” after submission of application; otherwise application will be treated as incomplete and summarily rejected.

The processing charges towards remittance of Application Fee and service tax, if any, will have to be borne by the candidate. Fee through any other mode like Demand Draft, Pay Order, Cheque or Challan will not be accepted.

Scheme of written examination

  1. The Written Examination will be Objective type (OMR based) consisting of questions from Technical and Generic Area. The duration of written test will be 3 hours.
  1. There will be total of 120 objective type Questions consisting of 65% questions from Technical Area of respective stream and 35% questions from Generic Area.
  1. Every Question will carry 1 (one) mark and there will be negative marking of 0.25 mark for each wrong answer.
  1. The cut-off marks for qualifying the written examination will be 50% for General and EWS Category candidates, 40% for OBC candidates and 30% for SC/ST/PWD candidates.
  1. The cut off marks specified would be applicable in overall marks (i.e. Technical and Generic Combined) as well as for each section/area (Technical/ Generic) Separately.
  1. Stream-wise Syllabus for the written examination for post of Scientist „B‟ and Scientific Assistant „A‟ is available at https://apply-delhi.nielit.gov.
  1. The Generic Area will comprise of Logical, Analytical Reasoning Capabilities, Quantitative and Qualitative abilities and General Awareness and Aptitude.

Choice of Centre for Written Examinations and Interview

Candidates shall indicate their choice for Centre for Written Examination from the cities listed below. No change of Centre will be permissible at a later date. NIELIT, however, reserves the right to direct the candidate to appear for Written Test at any location irrespective of his indicated choice depending upon the number of applications received and the administrative convenience.

Candidate applying for both the posts should fill the same City of Written Examinations in both applications. Interviews for the post of Scientist ‘B’ shall be conducted only at Delhi.

Selection Process

  1. The final selection of eligible candidates for appointment to the post of Scientist ‘B’ will be based on the combined performance of the candidates both in the written examination and in interview. The weightage of marks for written examination and interview will be in the ratio of 85:15. It is mandatory to appear in the interview for selection.
  2. Only the shortlisted candidates based on merit position and reservation policy etc. in the ration of 1:3 (No. of vacancies: No. of candidates), who have qualified the written examination, will be called for interview
  1. For the post of Scientific Assistant ‘A’ selection will be on the basis of written test only.
  1. Verification of requisite documents will be done at the time of the interview for the post of Scientist ‘B’. Verification of documents will be done before joining in respect of post of Scientific Assistant ‘A’.

Instructions for Re-opening of Applications

  1. The cut-off date for calculating the age as well as completion of eligibility conditions with regard to essential qualifications and experience if applicable will be 31/12/2020 (Closing date as per the Advertisement No. NIELIT/NDL/STQC/2020/1 dated 02.12.2020).
  1. Applicants who have already submitted applications along with fee need not to apply again.
  1. Applicants who could not complete their applications or pay application fee earlier i.e. before earlier closing date of receiving applications (31/12/2020) can complete their applications/ pay fee by closing date 09.07.2021 (5:30 P.M)
  1. New Applicants can apply between 10.06.2021 (11:30 A.M) and 09.07.2021 (5:30 P.M).
  1. Registered ST applicants who have already submitted their application successfully with fee for the post of Scientist ‘B’ under Electronics Stream and chose to apply under UR category as no vacancy was then available under their category, will also be considered under ST category. They need not re-apply.
  1. Registered SC applicants who have already submitted their application successfully with fee for the post of Scientific Assistant ‘A’ under IT Stream and chose to apply under UR category as no vacancy was then available under their category, will also be considered under SC category. They need not re-apply.
  1. PWD –OH Applicants who have already submitted their application successfully with fee for the post of Scientific Assistant ‘A’ and chose to apply under “Permissible disability as per suitability without PWD reservation” disability type as no vacancy was then available for OH should login and modify their Disability Type depending on their suitability for the post to avail reservation.
