The Central Public Works Department, popularly known as CPWD, is a department under the Ministry of Housing and Urban Affairs of India. It is responsible for the planning, construction, and maintenance of government buildings, roads, and infrastructure in India. CPWD offers majorly architectural and structural engineering services. History of CPWD

CPWD was set up in July, 1854 with the settling of Ajmer Central Division for colonial work. The present form of CPWD came in existence in 1938. From 1854 to 1938, the evolution of CPWD can be split into 3 phases:

  • Pre Independence Phase: CPWD has to its credit construction of prestigious buildings like Mayo College Ajmer, Imperial Simla, and New Imperial Capital at Delhi (Rashtrapati Bhawan, North and South Block, Parliament House, Lutyen’s Delhi) etc
  • Post-Independence Phase: Refugee Townships in Delhi, Strategic Airports, Border Roads linking Srinagar, Granaries and Godowns, Government Buildings and Colonies in Delhi and other cities, IIT Kharagpur, Industrial Buildings, Buildings for Asiad-82 etc
  • Post Liberalisation Phase: Border Fencing & Lighting Works, Institutional Buildings (Jawahar Bhawan, SEBI Building, Revenue Buildings), Central Police Campuses (CRPF, BSF, SSB, Assam Rifles, NSG etc.), Tsunami Rehabilitation Works, Stadia and facilities for Commonwealth Games in Delhi and other cities, PMGSY, Jetties for Inland Waterways, RSVY infrastructure in Bihar, Urban Road infrastructure in Delhi etc.

How to join CPWD as an engineer in 2025

As said above, CPWD mainly deals with engineering and architectural works, although the staff comprises technical as well as non-technical cadres. However, in this section we would look at how candidates holding a technical degree/diploma can join CPWD in 2025.

CPWD recruits technical degree/diploma-holding candidates at two levels, viz., Junior Engineer (JE) and Assistant Executive Engineer (AEE). The recruitment process for both the job profiles is different.

JEs in CPWD are selected through the SSC JE examination. It is an annual exam for the recruitment of junior engineers in different government departments and organizations. Candidates having a degree/diploma in civil, mechanical, and electrical engineering are eligible for SSC JE. AEEs in CPWD are recruited through UPSC-ESE. It is also an annual examination for the recruitment of Assistant Executive Engineers/Assistant Directors in different government departments/organizations. Candidates having engineering degrees are eligible for UPSC ESE. For unreserved candidates the age limit for ESE is 30 years.

CPWD recruits candidates from civil, mechanical, and electrical backgrounds for the post of JE through the SSC JE exam. The job profile for the post of JE varies from location to location and time to time. However, some key roles and responsibilities of JE in CPWD are

The postings for AEE mainly occur in big cities or in metro cities like New Delhi. The workload for AEE depends upon the project and the department in which they are working.

JEs in CPWD get a basic pay of Rs 35400 as per the 7th Pay Commission along with DA, TA, HRA (if government quarters are not available), medical facilities, leave encashment, and other benefits. The total in-hand salary for JE in CPWD varies as per the location and other factors.

AEE is a gazetted post, and hence the salary is more than JE in CPWD. The basic pay for AEE in CPWD is Rs 56100 as per the 7th Pay Commission. In addition to basic pay, AEE in CPWD get DA, TA, DA on TA, HRA (if government accommodation is not available), and other facilities. The in-hand salary for an AEE in CPWD goes approximately 80,000-90,000 per month; however, it depends on several other factors as well.

CPWD offers quite good career growth, candidates selected through SSC JE can reach upto the post of Executive Engineers and above whereas candidates selected through UPSC ESE can reach upto the post of Chief Engineer and above. However the promotions of AEE and JE depends upon multiple factors.
