Recruitment of Assistant Project Engineer

Rail Land Development Authority (A Statutory Authority under Ministry of Railways) invites applications from qualified, young, and energetic Indian Nationals for the post of Assistant Project Engineer having recognized degree in Civil Engineering with valid GATE Score in Civil Engineering for its projects located pan-India.

The engagement of successful candidates will be on a contract basis (and not on regular basis) initially for a period of three years, subject to an annual review of the candidate’s performance and the requirement of the projects.

Note: The requirements shown above are tentative and may change depending upon the project requirements. Applicants finally shortlisted after the due process of selection, will be engaged as per actual requirement and progress of the project from time to time. The applicants will preferably be posted as per choices mentioned by the applicant in the application form. However, they should be ready to serve at any other location in the country they are assigned.

Qualification, age limit, experience & emoluments:

Medical Standards

Candidates should be in sound health. No relaxation in health standards will be allowed. They will have to obtain medical fitness certificate as per standards specified by RLDA at their own cost, if any, from the Chief Medical Officer of the district where they are residing at present.

 

Selection Process

The only parameter for selection is the valid GATE percentile for Civil Engineering (Subject Code: CE) of eligible applicants. In case, the valid GATE percentile of two candidates is the same, then the age-wise senior candidates will get preference in selection as well as choice of posting.

 

Terms and Conditions:

  1. The above requirements are not for the regular establishment of RLDA. The engagement will be purely on contract basis for three years, subject to annual review of the candidate’s performance and the requirement of the projects. The contract is extendable, on year-to-year basis or for duration of the project whichever is lesser, at the sole discretion of RLDA, as per project requirement, provided the services/performance of the candidates are found to be satisfactory. However, RLDA may rescind the contract at any time during the contract period in case of completion/ foreclosure of the project ahead of the contract period due to any reasons or poor/non- performance/misconduct on the part of the contract employee or for any reason whatsoever, by giving one month’s notice or remuneration in lieu thereof. The decision of RLDA in this regard shall be final. This contract engagement will not confer any right to claim absorption in the regular establishment of the Authority or for engagement in other projects of the Authority whatsoever.
  2. Surety bond: The selected candidates shall have to execute a Surety Bond of Rs.50,000/- (Rupees Fifty Thousand only), to serve the Authority for a minimum period of one year. The contact person will be required to serve one month’s notice period before seeking resignation from the Authority.
  3. After selection, the applicants will be put on training from a pre-defined date for 3 (three) to 6 (six) months during which they shall be paid fixed monthly stipend of Rs.10,000 (Rupees Ten Thousand only). During this period no other allowances or PF contribution etc. shall be payable. However, the training period shall be counted for all purposes thereafter, provided the stipulated training is successfully completed and RLDA considers continuing the engagement of the applicant.
  4. An enhancement in emoluments up to 10% of the basic emoluments may be given, on satisfactory completion of each year of engagement. This will be based on the annual grading of the Assistant Project Engineer given by their controlling authority. The proposed enhancement shall be as per the following parameters: Outstanding @ 10%; Very Good @ 8%; Good @ 6%. Persons with less than Good grading will not be retained. The increased basic emoluments will be rounded off to next Rs.10.
  5. Assistant Project Engineer (Civil) engaged on contract basis in RLDA, would be eligible for a Life Insurance Cover of up to Rs.25,00,000/- and Health Insurance of upto Rs 5,00,000/- under any of the Term/ Health Insurance Policies of LIC or similar policies of any Insurance Company. They are free to choose and obtain such an Insurance Policy from any Insurance Companies, for which annual premium to the extent of Rs. 15,000/- will be reimbursed by RLDA on the production of Policy/Cover note and cash receipt for an annual premium during their service with RLDA.
  6. Assistant Project Engineer (Civil) engaged on a contract basis in RLDA will be provided with mobile call charges up to Rs. 700/- per month and reimbursement of the cost of the mobile handset up to Rs. 5000/-, once during the contract.
  7. 02 (two) days Earned Leave will be admissible for each completed month of engagement. The balance of EL in credit shall be encashable at the end of each calendar year. No carry forward of EL will be admissible.
  8. 06 (six) days Casual Leave (CL) would be admissible in a calendar year and unutilized CL, if any, will lapse on 31st of December of every year.
  9. RLDA will contribute Employer’s share of Provident Fund @ 14% of Basic emoluments. Contribution as per rule would be deducted from the salary of the contractual staff & deposited in his/her EPF/NPS Account.
  10. TA/DA would also be admissible if deputed on outstation duty at the rates applicable for RLDA officials in Pay Level 6 (7th CPC).
  11. No other perks or benefits would normally be admissible except the above.

 

Application Process

  1. Before applying applicants should ensure that they satisfy all the necessary conditions and requirements of the position. Applicants fulfilling the eligibility criteria and willing to be considered for the post should submit an application as per the proforma given in Annexure-I. Applications not submitted in the prescribed format or found incomplete in any respect, will be summarily rejected.
  2. The application should be filled up by the applicant in his/her own handwriting and should ensure that all the entries are properly filled and are correct.
  3. The applicants working in Govt. / PSUs may note that this is a short duration contract. However, they will be required to produce NOC before their medical examination and shall have to resign from their parent organisation on their selection.
  4. Duly filled in application form with declaration copied in own handwriting and after putting left thumb impression & signature in the boxes provided for the purpose should be scanned along with proof of age (10th/Matric certificate), 12th certificate, Graduation certificate in B.Tech/BE (Civil) and valid GATE score card duly showing percentile for Civil Engineering (Subject code: CE) and a single PDF (maximum size 20MB) be sent on email id psecontract@gmail.com by 23.12.2021. It may be noted that the said PDF should not be password protected.
  5. No physical form is required to be sent at present. However, the physical form filled up as above and other documents should be kept safely by the applicant as they will be required to be submitted to this office prior to engagement. Original application form and copies of other documents shall be kept for official records.

 

Grounds for REJECTION of an application

  1. Application not submitted in prescribed format.
  2. Application not filled up by the applicant in his/her own handwriting.
  3. Declaration not copied in own handwriting in given space.
  4. Left Thumb Impression not provided in given space.
  5. Unsigned application.
  6. Application submitted in multiple PDF or of size more than 20MB or through a protected PDF.
  7. Applications with unnecessary attachments.
  8. Applications from those applicants who do not fulfill the eligibility criteria.
  9. Applications received after the closing date, i.e., after 23.12.2021 (time-barred applications).
  10. Multiple applications from the same applicant. These grounds of rejection of an application are only indicative.

 

Important Information and Dates

  1. The responsibility of establishing the eligibility for the post without any doubt shall be that of the applicant by way of attaching sufficient documents. The process of scrutiny of application/documents does not involve contacting applicants or collecting additional documents from applicants at any stage.
  2. In case information furnished in the application format or the certificates/testimonials are found to be false or incorrect, the candidature of such applicants is liable to be canceled at any stage of the selection or thereafter, besides such other penal action as deemed fit.
  3. Applicants should clearly note that RLDA will in no case be responsible for the non-receipt of their application on any account whatsoever.
  4. RLDA reserves the right to cancel/modify the requirements and/or selection process at any stage without issuing any further notice or assigning any reason thereof.
  5. Legal jurisdiction will be Delhi in case of any dispute.
  6. Canvassing in any form will be a disqualification.
