Chandigarh Administration Recruitment 2021 for Junior Civil Engineers

On-line applications are invited from eligible candidates to fill up 42 posts of Junior Engineers (Civil) in the B&R Wing of the Engineering Department, Union Territory, Chandigarh on temporary basis but likely to be continued. In terms of the notified Recruitment Rules dated 25.06.2004 as amended vide Notification dated 01.07.2009 in the pay scales as admissible to the analogous posts of Junior Engineer (Civil) as per the 7thCentral Pay Commission to be notified by the Government of Punjab and adopted by the Chandigarh Administration.

Essential Qualification:

Essential qualification for the post of Junior Engineers (Civil) in the B&R Wing, U.T., Chandigarh:

  1. 3 years diploma in Civil Engineering from a recognized Board/ University/Institute (not through correspondence/Distance Education) .
  2. Certificate of ICT Skill Course i.e. Course on Computer Concepts (CCC) – 80 hours from a Government recognized institution OR a reputed institution which is an ISO 9001 certified OR Department of Electronics Accredited of Computer Course (DOEACC) of Government of India OR from NIELIT and its authorized institutions at the time of their appointment.

Note:

  1. Those candidates who have acquired Degree in Civil Engineering disciplines from the recognized Institute/University and approved by the Joint Committee of AICTE/UGC/DEC are also eligible but such candidates will be considered at par with the basic qualification of Diploma in Civil Engineering.
  2. The candidates who have Certificate/Diploma/Bachelor’s OR Master’s Degree in Computer Science from any recognized Institution/University need not have ICT Skills Course Certificate.

Age Limit:

Age as on 01.01.2021.

  1. 18 to 37 years for general/EWS category.
  2. 18 to 40 years for OBC category (the candidates whose OBC caste notified in State list of Other Backward Classes(OBC)of U.T.,Chandigarh are considered eligible for the said post. In case, the caste is not notified in the state list of OBC of U.T.,Chandigarh, his/her candidature will be treated as Un-reserved)
  3. 18 to 42 years for SC categories.
  4. 18 to 47 years for Persons with Benchmark Disabilities(PWD category).
  5. Candidates belonging to Ex-Servicemen category shall be allowed to deduct the period of his service in the Armed Forces of the Union from his actual age and if the resultant age does not exceed the maximum age limit prescribed for direct appointment to such a vacancy in the concerned Service rules, by more than 3 years, he shall be deemed to satisfy the condition regarding age limit.
  6. Candidates already in government service / semi government service / Corporation / Boards shall apply through proper channel and the relaxation in age for candidates already in government service shall be decided as per latest instructions of the Chandigarh Administration. Such candidates need to apply on the online portal also in addition to sending copy through proper channel to the Superintending Engineer, Construction Circle-II, U.T. Secretariat (Deluxe Building), 2nd Floor, Sector-9 D, Chandigarh on or well before 12.04.2021 upto 5.00PM otherwise application of the candidates shall become invalid.

Note:-

  1. As per Notification of the Govt. of Punjab bearing No.GSR.11/Const./Art.309,234 and 318/82 dated 02.02.1982 and adopted by the Chandigarh Administration vide Notification dated 9673-IH(7)-2000/4585 dated 10.03.2000, no Ex-serviceman shall be eligible for recruitment to the reserved vacancy for Ex-serviceman unless he possess the minimum Educational Qualification prescribed in the Rules.
  2. No candidate will be accorded age relaxation and benefit of reservation unless he/she attaches the requisite certificate issued by competent authority not less than Deputy Commissioner/Additional Deputy Commissioner/SDM/District Sainik Welfare Board/Chief Medical Officer as the case may be at the time of document verification.
  3. Where an Ex-serviceman is not available for recruitment against a reserved vacancy, such a vacancy shall be reserved to be filled by recruitment of the following:-
  1. Wife or one dependent child of an Ex-Serviceman, who has never been recruited against a reserved vacancy as per rules;
  2. One Grand Child of the Gallantry Award Winner in case the benefit OR reservation has not been availed of by any of the children OR dependents of such winner OR by the winner himself. Gallantry Award Winners includes the winner of Paramvir Chakra, the Mahavir Chakra, the Vir Chakra, the Sena OR Nao Sena OR Vayu Sena Medal and Mention-in-Dispatches, subject to the condition that:-
    1. He or She possesses the prescribed qualification and is within the prescribed age limits;
    2. He or She is not already in service;
    3. He or She will be eligible to avail the benefit only once in life.
    1. Eligible dependents of Ex-Serviceman will be required to submit Leneal Dependent Certificate on prescribed format issued by the concerned Zila Sainik Welfare Officer at the time of document verification.
  1. The post of Junior Engineer(Civil) is identified post of PWD under the category of Orthopedically Handicapped (OH) only suffering from:
  1. OL- One leg affected (R or L)
  2. OA-One Arm affected (R or L).

Mode of Selection:

Written test consisting of Multiple choice questions will be conducted as under:-

  1. One objective Written test consisting (Part-I & Part-II) of multiple choice questions (MCQ) will be conducted. Candidates will be selected on the basis of total marks obtained in the test. Qualifying marks for each Part-I & Part-II will be 40% for SC category candidates and 45% for all other candidates. No interview will be conducted and there will be negative marking of 0.25 marks for each wrong Answer.
  2. The candidates who have appeared in the final examination of the eligible qualification can also apply for the post but such candidates will have to produce the certificate of eligibility criteria on the date of verification of documents, otherwise their candidature shall be rejected straightway without any notice.

The level of questions will be of Diploma standard as per qualification prescribed for the post.

  1. The time duration for the written test shall be 180 minutes (3 Hours).
  2. On-line Applications will be called through website and syllabus for Written Test will be displayed on the website.

Selection Procedure

  1. After the conduct of written test, the answer key of written test shall be uploaded on the website on the next day of the examination for calling objections, if any, from the candidates. The candidates can submit their objections within 03 days through website with proof. Thereafter, objections will be referred to expert committee and key will be finalized for preparation of result, which will also be uploaded on the website.
  2. Marks obtained by the candidates in written test will be uploaded on the website.
  3. Merit list prepared on the basis of marks in written test, will be uploaded on the website and on the basis of said merit; candidates will be called for documents verification. No interview will be conducted.
  4. List of selected candidates will be released after checking / verification of eligibility conditions/verification of all documents.
  5. The provisional appointment letter will be issued to the selected candidates after obtaining filled in and duly attested form and self-declaration form to be provided by the Department, which would describe that “in case the character and antecedents of the candidate found not correct/verified or any false information is given by the candidate in his/her self declaration, the provisional appointment letter will be cancelled forthwith and other criminal and legal action will be taken as consequence thereof”.
  6. The joining of the candidates on their provisional appointment will be accepted on submission of medical fitness certificate on first entry into government service. 

Application Process

  1. Applications can be submitted only through ‘ONLINE’ from 8 TH March 2021 (11.00 AM onwards) to 30th March 2021 (upto 5.00 PM) on the website namely chandigarh.gov.in/info_pnotice.htm
  2. Application fee (non-refundable) amounting to Rs.1000/- (Rs. 500/- in case of SC/PWD/Ex-Serviceman) will be accepted through online mode. Detailed instructions for deposit of fee are available on the website. These apps are applicable for depositing the fees i.e. Rupee, BHIM UPI, Net-banking. Candidates belonging to Reserved category must ensure that they have valid certified copy of the Comptent authority in their name. At the time of verification of documents, if it is found that SC/PWD/Ex-Serviceman certificate is not valid, their candidature will be considered under general category after receipt of difference of fee as applicable for candidates of general category.
  3. To submit the application, candidate has to log in, on the website i.e. chandigarh.gov.in/info_pnotice.htm ; and click on the link “Application for the post of Junior Engineer (Civil)”. On registration of application, the candidates shall be given Registration No. and password.
  4. After submission of online application, registration form will be generated. Candidate has to take out two print out of the registration form and the same has to be brought on the date of verification of documents (if name exists in merit list) along with original and photo copy of all documents. Print out of online application is NOT to be submitted either personally or through post.
  5. Any correction in the particulars can be made by the candidate himself/herself on the website from up to 31stMarch, 2021 up to 5.00 PM. For this purpose candidate has to log- in by entering registration number and password. No correction can be made by the candidate after closing date.
  6. Candidates are advised not to disclose password to anybody.

  8. All the notices and updates will be uploaded on the website; as such, candidates are advised to visit the site on regular basis. No separate individual intimation through post will be sent.
  9. Before applying for the post of Junior Engineers (Civil), candidate must ensure that he/she fulfils all the eligibility conditions mentioned in the advertisement.   1. Examination centres for written test will be notified at the time of downloading of admit card-cum-Roll No. slip. The candidates will report at the examination centre at least 02 hours before the scheduled time along with E-admit card-cum Roll No. slip and latest photograph. Detailed instructions to the candidates will be provided on the website as well as with the E-Admit card.
  2. No request for change of examination centre will be entertained.
  3. Selection will be made purely on the basis of merit in written test subject to fulfillment of eligibility conditions and simply appearing in the written test does not give any right to the candidate for appointment. As such, candidates are advised to ensure that they fulfill eligibility conditions for the post applied.
