Engagement of Trainee Apprentices

Online applications are invited by Konkan Railway Corporation Limited (KRCL) from the candidates having qualification of Graduation in Engineering (Civil, Mechanical, Electrical or Signal & Telecommunications) or Diploma in Civil Engineering or Electrical Engineering who have passed out during 2019, 2020 & 2021 for enrollment as Graduate Apprentices or Technician (Diploma) Apprentices for undergoing one-year Apprenticeship training under the Apprenticeship (Amendment) Act 1973 for the following training slots. Candidates belonging to the districts of KRCL jurisdiction in the states of Maharashtra, Goa, and Karnataka will be given preference.

  1. Candidates who have passed out within the last 3 years (2019, 2020, and 2021) will be considered.
  2. Candidates with job experience for a period of 1 year or more will not be considered for enrollment as Graduate Apprentice or Technician (Diploma) Apprentice.
  3. When the prescribed number of persons belonging to the Scheduled castes (SC) is not available, it will be filled by Scheduled Tribes candidates (ST). For Scheduled Tribes slots, in case Scheduled Tribes candidates are not available, they will be filled by Scheduled castes candidates. If the prescribed training slots for SC/ST candidates cannot be filled even in the above-given manner, then the training slots so lying unfilled will be filled by persons not belonging to the Scheduled Castes or the Scheduled Tribes i.e., Unreserved candidates. Similarly, the seats remaining unfilled by Other Backward Classes (OBC) candidates will be filled by candidates of Scheduled Castes or the Scheduled Tribes or Unreserved candidates. The seats remaining unfilled by Unreserved candidates will be filled by candidates of Other Backward Classes (OBC) or Scheduled Castes (SC) or the Scheduled Tribes candidates (ST). This shall be as per merit.

THE NOTIFICATION IS RELATED TO THE ENROLMENT OF GRADUATE APPRENTICES AND TECHNICIAN (DIPLOMA) APPRENTICES FOR TRAINING. IT IS NOT A RECRUITMENT NOTIFICATION.

 Eligibility Conditions

  1. Candidates belonging to the districts of KRCL jurisdiction. i.e., Raigad, Ratnagiri, and Sindhdurg from the State of Maharashtra, North Goa, and South Goa from the State of Goa and Uttara Kannada, Udupi and Dakshina Kannada from the State of Karnataka will be given preference for enrollment for training.
  2. Qualifications: Candidates should have the educational qualifications indicated for notified training in the notification from recognized Institutes/ Universities/ Boards as on the closing date of the application. The details of academic qualifications are as under. Those awaiting results of the final examination of the prescribed educational qualification SHOULD NOT apply.

C. Minimum Educational Qualification: –

  1. Category- I Graduate Apprentices: – The candidate must have passed full-time regular B.E in the listed fields from the recognized Board/University.
  2. Category – II Technician (Diploma) Apprentices: – The candidate must have passed full-time regular Diploma in the listed fields from the State Board of Technical Education/Recognized Board/University.

For both, the above categories, the total maximum marks, and total marks obtained for all years/semesters will be summed up to arrive at an aggregate percentage. No rounding off will be done and no weightage will be given to any particular semester/year.

  1. BE (Electrical): Four years bachelor’s degree in i) Electrical/Electronics & Power Engineering or ii) Combination of any sub stream of Basics streams of Electrical from recognized University/Institute approved by AICTE.
  2. BE (Mechanical): Four years Bachelor’s Degree in Mechanical /Industrial / Automobile /Production Engineering from a Recognized University /Institute approved by AICTE.
  3. iii. BE (S&T): Four Years Bachelor’s Degree in i) Electrical/Electronics/Information technology/Communication Engineering/ Computer Science & Engineering / Computer Science/ Computer engineering or MSC electronics

Or a combination of any substream of basic streams of Electrical/ Electronics/Information Technology/Communication Engineering from a recognized University /Institute approved by AICTE.

  1. BE (Civil): Four years Bachelor’s degree in Civil Engineering from a recognized University /Institute approved by AICTE.
  2. Diploma (Civil): Full-time regular Diploma in Civil Engineering from university/Institute recognized by AICTE.
  3. Diploma (Electrical): Full-time regular Diploma in Electrical/ Electronics & Power Engineering or a combination of any sub stream of basic streams of Electrical/ Electronics from recognized university/ Institute.

No additional weightage will be given to the candidate who possesses higher qualifications along with above minimum essential qualifications.

Note: Candidates having a degree in any other Branch/Discipline other than as mentioned above are not eligible to apply

Age Limit

18-25 years as of 01.10.2021 (DOB between 01.10.1994 to 01.10.2003). There will be an upper age relaxation of 5 years for SC/ST candidates and 3 years for OBC-NCL candidates.

The relaxation in the upper age limit for the following categories/ communities in the table below is applicable subject to submission of requisite certificates at the time of DV.

Physical Fitness

Candidates should satisfy the minimum standard of physical fitness as prescribed in the notification and the standards prescribed for imparting training to the relevant trade. The candidate should bring a medical certificate at the time of document verification in the prescribed format as per the Apprentice Act, 1961 duly certified by Government-authorized Doctor (Gazetted), not below the rank of Assistant Surgeon of the Central/State Medical Services. Finally, the medical fitness shall be certified by KRCL’s Medical Authority in the respective medical category. The expenses for medical examination shall be borne by the candidate.

Previous training/experience

Candidates who have already undergone or currently undergoing Apprenticeship Training under the Apprentices (Amendment) Act 1973 in any Government/Public Sector Undertaking/Private Industrial Organization are not eligible to apply.

The candidates who want to avail the benefit of reservation of SC/ST must produce his/her Caste certificate in Central Government format issued by the appropriate authority at the time of Document Verification. Similarly, the candidates who want to avail the benefit of reservation of OBC must produce a Caste certificate and a Non-Creamy Layer Certificate issued on or after 01/04/2021 on Central Government format by the appropriate authority at the time of Document Verification. A copy of the document should be enclosed along with the application.

Stipend

The stipend shall be payable as per the following: –

For Graduate Apprentices – Rs.4984/-p.m.

For Technician (Diploma) Apprentices – Rs.3542/- p.m.

The candidate is not eligible for any TA/DA/Boarding or Lodging expenses incurred during the period of training. KRCL will not provide any financial assistance towards transportation.

The candidate, who is enrolled as a Graduate Apprentice/ Technician Apprentice for training in KRCL, is required to possess an Aadhaar linked Bank Account in his/her own name and PAN card to receive a stipend.

No Hostel accommodation will be provided. Selected candidates will have to make their own arrangements during their training and they will be released on completion of the training.

Mode of Selection

  1. The candidates will be selected for training on the basis of the merit list prepared in respect of all the candidates who apply against the Notification. The merit list will be prepared based on the percentage of marks obtained at the time of acquiring of BE or Diploma in a relevant field.
  2. The panel will be on the basis of the aggregate percentage of marks obtained at the time of acquiring BE or Diploma in a relevant field.
  3. In the case of two candidates having the same marks, candidates of older age shall be preferred. In case the dates of birth are also the same, then the candidate who passed the matriculation exam earlier shall be considered first.
  4. Candidates equaling to 1.5 times the no. of seats notified shall be called for document verification.
  5. Land loser candidates, i.e., those land losers’ candidates who have lost their land for the Konkan Railway Project shall be given preference in selection for apprenticeship training. The definition of land loser candidate is as under: “Whose land was acquired for Konkan Railway Project irrespective of the percentage of land lost such person himself/herself, his/her spouse (wife/husband), son, daughter, grandson, granddaughter only are eligible”.
  6. The eligibility of the candidates will be considered only on the strength of the information furnished in the application. If at any stage, it is found that any information furnished by the candidate in his/her application is false/incorrect or the candidate has suppressed any relevant information or the candidate does not satisfy the eligibility criteria for the post, his/her candidature will be rejected forthwith.

 

Application Process

  1. The candidate shall fill in the application only through the link provided on the official website of KRCL.
  2. The candidates shall have to apply online on https://konkanrailway.com/ under the Quick Links → Engagement of Trainee Apprentices under Apprenticeship (Amendment) Act, 1973.
  3. Read all the information and instructions detailed in the notification thoroughly before starting the filling up of the application. It is essential that the candidate understands all information of the notification correctly to prevent any mistakes while filling the application.
  4. Candidates should ensure that they possess/fulfill all eligibility conditions prescribed for the training as of the closing date for submitting an application.
  5. The candidate has to register his candidature in order to start with. A registration number will be generated. This registration number will be sent to the candidates through registered mobile no. and email ID.
  6. Once the registration is done, he/she needs to fill in all the necessary information and submit the application form.
  7. The application form needs to be filled in carefully. Candidates should enter their name, father’s name, and date of birth as recorded in the Matriculation/SSC/High school examination certificate or an equivalent certificate ONLY.
  8. In case of the name change, candidates should indicate their changed Name only in the application. However other details should match with the Matriculation or equivalent certificate. The date of such change (Or) application for such change should be prior to the date of submission of the application. Gazette Notification or any other legal document as applicable for such cases should be submitted at the time of DV.
  9. Candidates should have their personal email id and keep them active for the entire duration of enrollment for training as KRCL shall send all communications only through email till the process is completely over. KRCL will not entertain any request for a change of mobile number and e-mail address at any stage.
  10. Candidates shortlisted will be called for DV and are required to produce all original documents along with two sets of self-attested photocopies of all documents at the time of DV.
  11. The onus is on the candidates to prove with valid documents that all the information submitted by them in the application is true.
  12. Candidates are advised to note and preserve their Registration Number for further stages of the recruitment process/correspondence with KRCL.
  13. No daily allowance/conveyance allowance or traveling allowance will be paid to the candidates called for document verification.
  14. The selection of the candidate for training shall be canceled if he/she fails to produce the required original testimonials for verification or any other discrepancy noticed.
  15. If it is noticed by the KRCL administration that the candidate has furnished wrong/fake Certificates / false certificates, the Konkan Railway administration reserves the right to terminate the contract of training entered with the candidate under the NATS scheme.

Note*

  1. Candidates without a valid approved NATS ID will be rejected at the time of document verification.
  2. The candidate must have an account in any of the branches of the State Bank of India.

Application fee

Candidates applying for training have to pay the prescribed processing fee as per their category detailed below:

Note*

Minorities:

  1. Minorities include Muslims, Christians, Sikhs, Buddhists, Jain’s, and Zoroastrians (Parsis) subject to revision/deletion/inclusion if any received till the closing date of this notification.
  2. Minority candidates claiming waiver of examination fee will be required to furnish, at the time of DV “Minority Community Declaration” affidavit on non-judicial stamp paper that they belong to any of the above minority communities, failing which their candidature will be rejected.

Economically Weaker Section (EWS): –

The persons belonging to EWS who are not covered under the scheme of reservation for SC, ST, and OBC and whose family has a gross annual income below Rs.8 lacs p.a are eligible for 10% reservation.

Also, persons whose family owns or possess any of the following assets shall be excluded from being identified as EWS, irrespective of the family income: –

1) 5 acres of agricultural land and above

2) Residential Flat of 1000sq ft and above

3) Residential plot of 100 sq yards and above in notified municipalities

4) Residential plots of 200 sq yards and above in areas other than the notified municipalities.

For the purpose, income shall also include income from all sources i.e., salary, agriculture, business, profession, etc. for the financial year prior to the year of application.

The benefit of reservations under EWS can be availed upon production of an Income and Asset certificate issued by a competent Authority. The income and asset certificate issued by any one of the following authorities in the prescribed format as given in Annexure I shall only be accepted as proof of candidate claim as belonging to EWS:

1) District Magistrate /Additional District Magistrate /Collector /Deputy Commissioner Additional Deputy Commissioner 1st Class Stipendiary Magistrate/ Sub- Divisional Magistrate / Taluka Magistrate /Executive Magistrate /Extra Assistant Commissioner.

2) Chief Presidency Magistrate /Additional Chief Presidency Magistrate.

3) Revenue Officer not below the rank of Tehsildar and Sub Divisional officer or the area where the candidate and or his family normally resides.

Agreement of Training

Before commencement of the apprenticeship training in the designated trade, the selected candidate has to enter into a Contract of Apprenticeship Training with the following provisions:

  1. Where the Contract of Apprenticeship is terminated through failure on the part of the employer in carrying out the terms and conditions of the contract (as notified under the Apprenticeship Rules 1992), the candidate will be paid apprentice compensation as prescribed.
  2. In the event of premature termination of Contract of Apprenticeship for failure on the part of the apprentice to carry out the terms and conditions of the contract (as notified under the Apprenticeship Rules 1992), the candidate/surety has to pay such amount as is determined by the Apprenticeship Adviser as and towards the cost of training.
  3. It is not obligatory on the part of the employer to offer any employment to the passed-out Graduate/Technician (Diploma) apprentice on completion of the period of Apprenticeship Training in his establishment nor shall it be obligatory on the part of the Apprentice to accept an employment under the employer.
  4. Employment in KRCL: As per Apprentice Act, 1961 it shall not be obligatory at any point in time, for KRCL to employ Apprentice on completion of the training.
  5. Duration of training: Duration of Training shall be one year as per Apprentices (Amendment) Act, 1973.
  6. Place of Training: Candidates shall be deployed at any work location, station of KRCL in the State applied for.
  7. Registration with Apprenticeship Portal: Candidates are required to register themselves online with the National Apprenticeship Training Scheme portal at mhrdnats.gov.in or any other relevant portal for the same. Candidates without a valid approved NATS ID will be rejected at the time of document verification.
