Puducherry Recruitment 2022 for Junior Engineers

 

Eligibility Conditions

Age, Educational/ Technical Qualifications and Experience Required;

Desirable:

A Degree in Electrical Engineering or Electrical & Electronics Engineering of a recognized University or A.M.I.E. (Electrical)

OR

Diploma in   Electrical   Engineering   or   Diploma   in   Electrical   and   Electronics

Engineering from a recognized institution/ technical board with 3 years of experience after acquiring Diploma in the field of operation and maintenance of power system transmission and distribution from a reputed industry/utility.

Diploma:

The Diploma Course should have been approved by the AICTE; and The Diploma Certificate should have been issued by a State Board of Technical Education.

Degree:

The Degree Course should have been approved by the AICTE/UGC, as applicable to the institution offering the Degree Course; and

The Degree Certificate should have been issued by a recognized University/Institution.

In compliance with the policy of the AICTE & UGC on imparting technical education, the Diploma/Degree certificates obtained from Institutions/ Universities/ Deemed to be Universities through Distance Education Mode will not be considered a valid qualification.

 

Experience (For Diploma Holders Only):

The 3 years of experience should have been acquired in the field of operation and maintenance of power system transmission and distribution, not below the rank of technician category from a reputed industry/utility. The validity and veracity of the experience certificate will be got verified by the Government and the decision of the Government shall be final in this regard.

(The Diploma / Degree certificates obtained from various institutions such as I.A.S.E, Rajasthan, J.N.R.V. University, Rajasthan, V.M.R.F., Tamil Nadu, I.G.N.O.U., New Delhi through Distance Education Mode will not be considered as valid qualification).

 

Age Limit and Reservations

Up to 30 years as on 31/01/2022. (Unreserved / EWS-30 years, OBC-33 years and SC/ST-35 years) (for PH candidates additional 10 years).

Certificates to be Produced by Candidates During Certificate Verification:

1. NATIVITY, RESIDENCE CERTIFICATE (for all candidates):

Those who are natives of Union Territory of Puducherry and residents by continuous residence in the U.T. for the last 5 years immediately preceding the date of notification only are eligible to apply for the posts. The applicants on selection should furnish the fresh Nativity, Residence Certificate issued by an Officer of the Department of Revenue and Disaster Management not below the rank of Deputy Tahsildar. The Certificate should have been issued within one year before the closing date of application through online for this Engagement.

2. COMMUNITY CERTIFICATE (for OBC & SC candidates):
3. The selected applicants should submit a fresh Community/ Caste Certificate for SC/OBC obtained in the Government prescribed form issued by an Officer of the Department of Revenue and Disaster Management not below the rank of Deputy Tahsildar. The certificate should have been issued within one year before the closing date of application.

2. Candidates selected under SC quota should furnish Community Certificate issued under “The Constitution (Puducherry) Scheduled Castes Order, 1964” and “The Constitution (Puducherry) Scheduled Castes Order, 2002” in respect of “Puthirai Vannan”.

3. Candidates belonging to the communities of OBC (Puducherry UT), MBC, EBC and BCM categories of Puducherry U.T. will be considered under the one umbrella of OBC, for the purpose of reservation. Hence, the posts earmarked for OBC in this notification applies commonly to all the above communities viz. OBC (Puducherry UT), MBC, EBC & BCM categories of Puducherry UT.

3. CERTIFICATE TO BE PRODUCED BY CANDIDATES CLAIMING RESERVATION UNDER ECONOMICALLY WEAKER SECTION (EWS) CATEGORY:

1. The benefit of reservation under EWS can be availed by the persons identified as EWS as per the conditions stipulated in the O.M. No. 36039/1/2019-Estt  (Res),  dt. 31.01.2019 of the Govt. of India, Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training.
2. Candidates claiming reservation under the EWS category should produce an Income and Asset Certificate issued by the Competent Authority as prescribed in O.M. mentioned above.
3. Candidates found to produce fake/ manipulated Income & Asset Certificate will be terminated (if selected provisionally) from service contract immediately and penalized as per rules.
4. DOCUMENT TO BE PRODUCED BY CANDIDATES CLAIMING AGE RELAXATION UNDER EX-SERVICEMEN COMMISSIONED OFFICERS & DISABLED DEFENCE SERVICE PERSONNEL CATEGORY:

Candidates claiming age relaxation under Ex-Servicemen Commissioned Officers and Disabled Defence Service Personnel category should produce original discharge book/ discharge certificate issued by the Competent Authority during their discharge from Military Service.

5. DISABILITY CERTIFICATE TO BE PRODUCED BY PERSONS WITH DISABILITIES:

 To claim reservation under the Persons with Disability (PwD) category, the percentage of relevant disability as assessed by the Medical Board, Government of Puducherry should be not less than 40%. The applicants who apply against the horizontal reservation provided for Persons with Disability (PwD), on selection should necessarily submit the Medical Certificate/ Disability Certificate, issued by Medical Board, Government of Puducherry. The Certificate should have been issued within three years before the closing date of application through on-line for this Engagement. Certificate received from any other authority will not be accepted. The categories of disability suitable for the post are detailed in Part I of the “GENERAL INSTRUCTIONS TO CANDIDATES”.

 

Mode of Engagement/ Pattern of Examination

The Engagement to the above post will be made strictly based on the merit of a Written Competitive Examination, the date of which will be notified later.   The candidates who are provisionally selected in the competitive examination will be called for Certificate Verification at a subsequent date.

Note: Multiple answers for a single question will be treated as wrong answers and negative marks will be awarded to that question. When no answer is selected to any question, it will not be considered as a wrong answer.

The allocation of marks for different domains will be as follows:

Candidates scoring less than the cut-off marks as given below will not be considered for selection:

UR/EWS/OBC/SC(Others)/OBC(Migrant): 50%

SC/PwD/Ex-Sm(ECO/SSCO)/Disabled: 40% Defence Service Personnel

 

Indicative Syllabus:

Technical Knowledge: The syllabus for this part would include Basic concepts of Electricity, Circuit laws, Magnetic Circuits, AC Fundamentals, Measurement and Measuring instruments, Electrical Machines, Fractional Kilowatt Motors and Single phase Induction Motors, Synchronous Machines, Generation, Transmission and Distribution, Estimation and Costing, Utilization and Electrical Energy, Basic Electronics & Computer basics.

Note:

• The standard of questions in Engineering will be in the level of Diploma in Electrical & Electronics All the questions will be set in SI units.
• Written Exam. In case of tie in marks in the written exam the candidate with higher qualification would be If there is still tie, older candidate will be preferred.

 

Application Process

Applicants fulfilling the eligibility criteria as mentioned above may apply online through the official website, “https://recruitment.py.gov.in” from 28.03.2022 (10:00 a.m.) to 18.04.2022 (05:00 p.m.) candidates are required to apply through “Online Mode” by following instructions mentioned in Part-I.

The hard copy of the online generated application along with self-attested photocopies of the Degree / Diploma certificate, Experience certificate, and all other testimonials as mentioned in the online portal should be submitted to the “O/o.  of the Superintending Engineer-cum-HoD, Electricity Department, No.137, N.S.C. Bose Road, Puducherry – 605001” on or before 5.00 PM of 25.04.2022 either in person or by post. The application should be sent in an envelope superscribed as “APPLICATION FOR THE POST OF JUNIOR ENGINEER (ELECTRICAL) ON CONTRACT BASIS 2022”. This Department shall not be responsible for any postal delay.

 

Date and Venue of the Competitive Examination:

The Competitive Examination will be held in one or more centers at Puducherry. The exact date, time, and venue of the examination will be intimated in due course on the website “https://recruitment.py.gov.in” and also in leading Newspapers.

Terms and Conditions

1. The period of engagement of Junior Engineers (Puducherry Recruitment for Junior Engineers) will be the date of taking over the DISCOM by the private company as a result of privatization or till the necessity therefor is essential, whichever is earlier and further extension of the contract will be considered subject to the requirement of services.
2. The selected candidate will be engaged as Junior Engineer on a contract basis in any of the regions of Puducherry, Karaikal, Mahe, and Yanam.
3. The contractual engagement shall be on a full-time basis and he/she shall not accept any other assignment during the contract period.
4. The contractually engaged person will have to work shift duty in sub-stations and can be posted in any of the four regions of the T of Puducherry.
5. They will be paid fixed remuneration of   ₹   33,000/- [₹   30,000/-   +₹ 3,000/- (Conveyance Allowance)] per month.

6. The income tax or any other tax liable to be deducted as per the rules will be deducted at the source before effecting the payment, for which the department will issue TDS
7. The engagement will be on no work no wage
8. The contractually engaged person is not entitled to any allowances like DA, HRA, Transport Allowance, or Bonus However, they are entitled to traveling allowance and daily allowance if they perform an official tour.
9. The contractually engaged person is not entitled to regularization of service against any post based on their service as a Junior Engineer on contract
10. The contractually engaged person shall not be entitled to any benefit like pension, gratuity, or any other terminal benefits applicable to government servants appointed on regular
11. The contractually engaged person shall not be entitled to any kind of leave. However, they are entitled to public holidays and declared holidays. They are also entitled to eight days of casual leave per
12. They are not entitled to any retirement or other terminal benefits of any
13. The service rendered as Junior Engineer on a contract basis shall not be reckoned for the purpose of seniority or for any other service benefits under the Government in
14. The engagement to the post will be subject to obtaining a medical fitness certificate from the designated medical
15. If any declaration given/information furnished by the applicant proves to be false or he/she is found to have willfully suppressed any material, information, he/she will be liable for the removal of the contract and also such other action as the Government of Puducherry may deem it
16. The contractually engaged person should not have been convicted by any court of
17. The engagement shall be terminated by this Department after the issuance of one month’s notice if the services are not up to the expected standard or for any other specific
18. If the contractually engaged persons do not want to continue, they may discontinue their engagement after giving one month’s notice or remit one month’s remuneration thereof, as the case may be, proportionate to the shortfall in the notice
19. They shall enter an agreement with the Electricity Department, Government of Puducherry.
