Minimum Essential Qualifications

The candidate should possess the following qualifications as of the last date of submission of the online application:

5.	Electronics (Post Code-05)	3 years Diploma in Electronics/ Electronics & Telecommunication/Electronics & Instrumentation from any Government recognized Institute*.
6.	Civil (Post Code-06)	3 years Diploma in Civil Engineering from any Government recognized Institute. *
*All Engineering Diploma should be drily approved by AICTE/UGC.
DEPARTMENTAL CANDIDATES (In open competitions):
Note: – (i) The regular employees working in CS Power Companies who have completed 1 year of regular service & fulfilling the criteria as per the recruitment notice except the age criteria, can apply online as departmental candidates within stipulated time. No posts shall be reserved for these departmental candidates. However, application fee and maximum age limit will not be applicable for such candidates. (ii) Above departmental candidates are required to submit printout of their online application along with self-attested copies of all requisite documents (i.e., 10th’, 12th”‘, Diploma/Degree, Caste, copy of their regular order etc.) to their respective HOD (ED/GM/CE/SE/EE) immediately which will then be submitted by the respective HOD’s to O/o Dy. General Manager (HR)-II, CSPHCL, Dangania, Raipur, within 05 days from the last date of submission of online application. The candidature of departmental Candidates will be considered only on receipt of application along with all the perquisite documents through proper channel by the due date. (iii) The candidature of the departmental candidates against whom departmental enquiry, Lokayukt or criminal case is pending/contemplated or undergoing period of punishment, will not be considered.

 

Pay Matrix

The pay matrix of Junior Engineer is S-8, Rs. 35,400 – 1,12,400. Selected candidates shall be provisionally appointed to the post of Junior Engineer on probation for 3 years, which also includes the training period. During the probation period stipend shall be paid as following:

• 1^st year – 70% of Rs. 35,400/-
• 2^nd year – 80% of Rs. 35,400/-
• 3^rd year – 90% of Rs. 35,400/-

On the above basic pay, other allowances shall be payable. Other terms and conditions shall be as per’ CSPHCL circular no. 786 dtd. 05-04-2021 as amended from time to time.

 Age Limit

4. H 40 years for UR category Male/Female candidates of Chhattisgarh State Domicile.
5. H 45 years for OBC / SC / ST Male/Female candidates of Chhattisgarh State Domicile.
6. H Age relaxation shall be allowed to the Ex-Servicemen as per rules of Government of Chhattisgarh.

Note:

1. Including all relaxations, maximum age will be 45 years.
2. Candidates with Domicile of Chhattisgarh are only eligible to apply.

 

Reservation

(i) SC/ST/OBC Candidates of Chhattisgarh State Domicile shall only be considered for the reserved posts in the respective categories as per the Chhattisgarh Govt. guidelines as adopted by CSPHCL.

(ii) 30% Horizontal and Compartment wise reservation will be given to female candidates of CG domicile only.

(iii) Reservation for the” Person with disabilities” (PwD) category in the Power Company shall be as per the CSPHCL Circular No. 993 dtd. 01-05-20 18 and as amended from time to time.

(iv) In case of OBC candidates, Permanent Caste Certificate (PCC), latest Income Certificate, and non-creamy layer certificate along with the affidavit in the prescribed proforma needs to be submitted at the time of Document Verification, if called for ‘.

(v) Ex-Serviceman: Posts are reserved for ex-servicemen candidates. 10% of posts (Horizontal and compartment-wise) are reserved for this category. Candidates applying under the ex-serviceman category should have a Discharge Booklet issued by the Competent Authority at the time of document verification.

CASTE CERTIFICATE: The Permanent Caste Certificate (PCC) issued by the competent authority of Chhattisgarh Govt. along with an affidavit in the prescribed proforma in respect of SC/ST category candidates must be produced during the document verification, failing which candidature shall be canceled. In the case of OBC candidates, Permanent Caste Certificate (PCC), latest Income Certificate, and non-creamy layer certificate issued by the competent authority along with affidavit need to be submitted at the time of document verification, failing to which his/her candidature shall be canceled.

Selection Process

1. The selection process involves an online computer-based test of 2 hours duration. Online computer-based test (CBT) shall comprise of 100 objective type questions with Multiple Choice answers consisting of Part-1 80 questions related to professional subject’ and Part-II 20 questions to judge the general awareness and reasoning.
2. Based on the merit of online CBT, a maximum of three times candidates against one available vacancy (1:3 ratio) in each category for every branch shall be called for document verification at Raipur. The date & venue of document verification shall not be changed in general.
3. Final selection shall be based on a merit list prepared on the basis of marks obtained in online CBT. The selection will be subject to the condition that candidates fulfill all the required qualifications and criteria prescribed for such an appointment and submit all necessary certificates/ documents.
4. The minimum qualifying marks for UR/OBC category shall be 40% and for SC/ST category shall be 30% in Online CBT.
5. For every correct answer, One mark shall be awarded. For every wrong answer, ½ mark (i.e., 0.25 mark) shall be deducted. No marks shall be awarded for un-attempted questions.
6. The question paper will be in English and Hindi only. However, in case of any typographical error or any interpretation issue in Hindi, the English version of the question paper shall prevail.
7. The online CBT will be conducted at (a) Raipur, (b) Bilaspur, (c) Bhilai & (d) Durg, or any other place as decided by CSPHCL.
8. Possession and Use of electronic devices/gadgets such as Mobile Phone, Micro Phone or any other Associated Accessories, Calculator, Log Tables, pager, wristwatch, Digital Diary, Book/Notes, etc. are strictly prohibited in the CBT Centre. If any candidate is found in possession of any of these devices/documents, his/her candidature is liable to be canceled. As such the Candidate should not bring Mobile Phone/Micro Phone or any other electronic devices etc. at the CBT Centre. CSFIPCL shall not be responsible for its safe custody/loss.
9. Consumption of liquor is prohibited & so intoxicated candidates shall not be allowed to appear in the examination.

 Other Instructions

1. Candidates are advised to clear their browsing history before starting registration. Candidates are also advised in their own interest to apply online much before the closing date as per schedule mentioned in para 1 of this Recruitment Notice and not to wait till the last date of depositing the fee to avoid the possibility of disconnection/inability/failure to log on the CSPHCL’s website on account of heavy load on internet/website jam/disconnection.
2. After successful registration of the online application, candidates are advised not to attempt for registration for the same post again since multiple registration numbers and passwords thus generated may create problems for candidates in the future. In the case of multiple registrations for the same post, the candidature is liable for cancellation/rejection without any notice/intimation to the candidate.
3. Admit card for online CBT, containing the details of the center/ venue/ date/ time, etc. for the examination will be sent to the candidates at their registered e-mail ID only. The candidates are required to take a print-out of their to admit card. The candidate can also download their admit card from the CSPHCL website “www.cspc.co.in” using their registration number and the password, once email/ SMS alerts to this effect are sent.

The decision of the CSPHCL about the mode of selection to the post and eligibility conditions shall be final and binding. No correspondence will be entertained in this regard.

Terms and Conditions:

1. In case of a large number of candidates in a particular city, the Centre opted by the candidates as first preference, may not be allotted and candidates will be asked to appear at 2^nd/3^rd preference or any other new city. In case of less number of candidates in a particular city, the examination Centre in that particular city may be canceled. The decision on the allotment of the Centre by CSPHCL will be final.
2. The document verification will be held at Raipur.
3. The selected candidates can be posted in any of the Chhattisgarh State Power Company i.e. CSPDCL/ CSPTCL/ CSPGCL based on the option given by them, availability of vacancies, and also subject to the merit list of the respective branch.
4. CSPHCL has no mechanism to check the certificates as the candidates are applying online. If at any stage, the certificate of the candidate is found to be forged/fictitious/bogus, the candidature of such candidate shall be canceled and action shall be taken according to the law. In case the candidate is ineligible, the application shall be rejected.
5. Only those departmental candidates, if selected, shall be eligible to be issued appointment orders who are certified by the HOD as not leaving any pending disciplinary proceeding or undergoing/contemplated or under punishment period.
6. Candidates serving in Govt. / Quasi Govt. / PSU are required to submit “NOC” from their employer at the time of document verification, failing which candidature of such candidate may be rejected.
7. Traveling expenses for outstation candidates for appearing in the online CBT and Document Verification will be paid to OBC/SC/ST candidates only as per Chhattisgarh State Power Companies rule.
8. The reserve category candidates selected in merit availing relax standard shall be considered against the vacancy of the respective category.
9. CSPHCL reserves the right to increase/decrease the vacancy and also to cancel the complete process of recruitment.
10. Online CBT is conducted in multiple shifts owing to a large number of applicants to a particular post, Normalization method shall be applied for the evaluation and for preparation of merit.
11. Any query/concern of the candidates related to any question(s) / answer key will be redressed through the opening of the Objection Management Portal after 05 days from completion of online CBT, wherein the link shall be shared to the candidates registered email id.
12. Selected candidates will have to produce a medical fitness certificate from District Medical Board on the requisite medical criteria as prescribed by the Chhattisgarh State Power Companies and he/ she meets the requisite medical standards.
13. Bond Amount: The selected candidates will the required to execute a bond of Rs. 1.75 lakhs, to serve the Power Companies for a minimum period of four years (including a period of probation, which includes training period also)
14. Selection to the post shall be provisional subject to verification of the character/antecedents/verification of the caste certificate / other documents submitted by the candidate.
15. The selected candidates will be governed by Chhattisgarh State Power Companies rules and regulations as amended from time to time.

16. The selected candidates after regularization will be governed by the National Pension System (NPS) as adopted/ amended by the Power Company from time to time.
17. The candidate must bring a printout of the e-Admit Card to the Examination Centre along with Original ID Proof. No candidate shall be allowed entry without this e-Admit Card and original ID proof i.e., Voter identity Card, Driving License, PAN Card, Passport, or Aadhar Card. The identity of the candidate will be matched by the ID proof. In addition, the Candidates are also advised to carry 02 recent colored passport size photographs to the Examination Centre.
18. In case the candidate is unable to get the admit card, the/ she must contact personally at the facilitation centers to be opened 1 day before the online CBT.

19. Henceforth all updation with regard to this recruitment process shall be placed on the website: www.cspc.co.in and no separate Advertisement/Notifications shall be issued. Therefore, all concerned are requested to visit the website regularly.
