Recruitment for the post of Assistant Engineer/OT (Electrical) in the Discipline of Electrical Engineering in PSPCL

PSPCL (Punjab State Power Corporation Limited), a power generation and distribution company owned by the Government of Punjab, has been instrumental in implementing the Punjab Government’s plans for 24/7 uninterrupted quality power supply across the state. PSPCL is now seeking young and dynamic candidates with an excellent academic record for the position of Assistant Engineer/OT (Electrical) in the Electrical Engineering discipline.

Pay- Scale

The pay scale will be in accordance with Punjab Government Letter No. 1/647144/2023 dated 21.04.2023. As per the 7th CPC/Pay Matrix, the minimum pay admissible will be ₹47,600 per month after appointment/joining.

During the probation period specified in the offer of appointment, or any extended probation period, newly appointed candidates will be paid the “Minimum Admissible Pay” only, as per Department of Finance (Finance Personnel 1 Branch) Chandigarh, Letter No. 7/42/2020-5FP1/741-746, dated 17.07.2020. This pay will not include any grade pay, dearness allowance, annual increment, or any other allowances, except for traveling allowance and medical reimbursement, if applicable, based on the entitlement of the post held by the candidate. However, for candidates already employed with PSPCL, their pay will be protected if the “minimum admissible pay” in the offer of appointment is lower than their current pay. However, they will not receive any increment or allowances, except TA and medical reimbursement, during the probation period. The probation period for these posts will be 3 years or as per the instructions issued by the Government of Punjab from time to time.

Note:

The category-wise breakup of vacancies is based on the roster register/points as per Punjab Government rules and regulations.

  • The vacancies reserved for women candidates in Table-A will be filled in accordance with the Punjab Civil Services (Reservation for Women) Rules 2020 and the clarification issued by the Government of Punjab, Department of Social Security and Women & Child Development (Memo No. 11/05/2017-1-SS(3SS) E-283416/370 dated 07.02.2022). According to these rules, if no eligible woman candidate is available in any of the specified categories, the vacancy will be filled from eligible candidates within the respective category, regardless of gender.
  • Vacancies that are not reserved for women candidates will be filled from eligible candidates based on merit, regardless of gender (i.e., men/women/others).

PSPCL has finalized the minimum qualifying marks (out of 100) for GATE-based 2024 recruitment. Applicants must ensure they meet the minimum qualifying marks in GATE-2024 (Electrical Engineering) as specified below for their respective category to be eligible to apply against CRA-310/24:

Age Limit

According to Punjab Government Notification G.S.R.20/Const./Art.309/Amd. (10)/2010 dated 24.05.2010, candidates must be between 18 and 37 years of age as of 01/01/2024 to be eligible for these posts. Age relaxation will be provided as per Government of Punjab instructions.

Relaxation in Upper Age Limit

The relaxation in the upper age limit is provided as per the rules and instructions of PSPCL and the Punjab Government, as adopted by PSPCL from time to time. This relaxation is applicable only if the candidate meets other eligibility criteria for the post. The details are as follows:

  • SC and Backward Class: 5 years over and above the normal maximum recruitment age.
  • Ex-Serviceman (Self): Ex-servicemen of Punjab domicile can deduct the period of service in the Armed Forces from their actual age. If the resultant age does not exceed the maximum age limit prescribed for direct appointment by more than three years, they will be considered to meet the age limit condition.
  • Physically Handicapped: 10 years over and above the normal maximum recruitment age.
  • For the following cases, the upper age limit shall be 40 years:
    1. Widow
    2. Women who are legally separated from their husbands or have been divorced
    3. Women whose husbands have been ordered by Civil or Criminal courts to pay maintenance to them
    4. Women who have, due to desertion, been living separately from their husbands for more than two years
    5. Women whose husbands have remarried
    6. Wives of serving military personnel and wives of those who became disabled while in military service

Note:

  1. Eligibility Requirements: Only candidates who meet the criteria related to GATE-2024, qualifications, age, and other requirements specified in this recruitment advertisement are eligible to apply. Candidates who do not meet these criteria will be disqualified during document verification or at any later stage if found ineligible.
  2. Qualifications Proof: Candidates must possess the required qualifications by the deadline for submitting the online application. Proof of these qualifications must be provided during document verification. Failure to provide this proof, even if the candidate has passed the GATE-2024 test, will result in disqualification. No relaxation will be granted.
  3. Awaiting Results: Candidates who have appeared or are appearing in the relevant examination but whose results are pending can apply. However, they must have the necessary qualifications by the online application submission deadline and provide proof of this qualification.

Fee Payment and GST Information

  • GST Applicability: The applicable GST rate will follow the guidelines issued by the Government of India (GoI) from time to time.
  • Online Payment Only: Fees must be paid exclusively through the online mode. No other payment methods will be accepted.
  • Complete Application Requirement: Your application will only be considered complete when the required fee has been paid. Applications submitted without the necessary fee will be rejected.
  • Non-Refundable Fee: The fee once paid is non-refundable and cannot be transferred or reserved for any other recruitment or selection process.
  • Timely Payment: Candidates should ensure that the fee is paid at the same time as the application form is submitted and not wait until the last date. PSPCL will not be responsible for any issues related to last-minute submissions, internet connectivity problems, or any other issues that may prevent timely payment and submission.

Reservation Details

  1. Punjab Domicile Requirement: Reservation of posts for reserved categories is applicable only to candidates who are domiciled in Punjab. Candidates must provide proof of domicile at the time of document verification.
  2. Category Selection: Candidates should carefully review the category-wise breakdown of posts before completing the online application. If applying under a reserved category, candidates must possess valid reservation certificates in accordance with the Government of Punjab’s instructions for that category or sub-category. It is crucial to select the correct category, as once a category is chosen, it cannot be changed. Applications from candidates who select a category to which they do not belong will be rejected without further notice.
  3. Reservation for Women: Vacancies reserved for women will be filled according to The Punjab Civil Services (Reservation for Women) Rules 2020 and the clarification issued by the Government of Punjab, Department of Social Security and Women & Child Development, as per memo no. 11/05/2017-1-SS(3SS) E-283416/370 dated 07.02.2022.
  4. Vimukt Jati and Bazigars Reservation: As per the notification from the Department of Social Justice, Empowerment and Minorities (Reservation Cell), Government of Punjab, dated 15.09.2022 (notification no. 01/24/2020/RC1/321), reservation for Vimukt Jati and Bazigars will follow the instructions issued in notification no. 1/3/98-RC1/948 dated 20.12.2001.
  5. Ex-Serviceman Category Reservation: Vacancies reserved for the Ex-serviceman category will be filled according to various notifications including:
    • Govt. of Punjab, Department of Personnel & Administrative Reforms (Personnel Policy Branch), notification no. G.S.R 11/Const./Arts. 309, 234, and 318/82 dated 02.02.1982.
    • GoP Department of Defence Reforms (Personnel Policy Branch), notification no. G.S.R 11/Const./Arts. 309, 234, and 318/82 dated 02.02.1982.
    • GoP Department of Defence Services Welfare (Defence Welfare Branch), G.S.R 37/Const./Arts. 309, 234, and 318/Amd/11/2019 dated 14.10.2019, and any amendments thereto.

Note: As per the Punjab Recruitment of Ex-Servicemen Rules, 1982, preference will be given to Ex-servicemen/Self category candidates over Ex-servicemen/Dependent category candidates.

(Note: As per Pb. Govt. Letter No. 15/25/2001-4DW/1591 dated 21.05.2002, an Ex-serviceman is allowed the benefit of Reservation for the second time and even thereafter in subsequent recruitments in accordance with the provisions of these Rules).

“Provided that where an Ex-serviceman is not available for recruitment against a reserved vacancy, such a vacancy shall be reserved to be filled in by recruitment of the wife or one dependent child of an Ex-serviceman, who has neither been recruited against a reserved vacancy under these rules; “Provided further that the wife or the dependent child of the ex-serviceman shall be recruited against the reserved vacancy subject to the conditions that: –

(i) he or she possesses the prescribed qualifications and is within the prescribed age limits;

(ii) he or she is not already in service;

(iii) he or she will be eligible to avail the benefit only once in life:”

“Provided further that one grand Child of the Gallantry Award Winner shall be recruited against the reserved vacancy; in case the benefit or reservation has not been availed of by any of the children or dependents such winner or by the winner himself;

Explanation: For the purpose of this proviso, Gallantry Award Winner includes the winner of the Paramvir Chakra, the Mahavir Chakra, the Vir Chakra, the Sena or Nao Sena or Vayu Sena Medal and Mention-in- Despatches.”

  1. The vacancies reserved for Persons with disability will be filled as per ‘THE RIGHTS OF PERSONS WITH DISABILITY ACT 2016’ and as per instructions issued vide No. 1/1/2017-3DC/1588894/1 dt 03.10.2019 by Department of Social Security and Women and Child Development, Govt. of Punjab and any amendment thereof. According to Section 2 (r) of The Rights of Person with Disabilities Act, 2016, “Person with Benchmark disability” means a person with not less than 40% of a specified disability.Only those persons with “Benchmark disabilities” and Punjab domicile would be eligible for reservation in the Persons with Disability category.
  1. As per Govt. of Punjab letter no. 1/3/2019-RC1/120 dated 28.05.2019 and letter no. 1/3/2019-RCI/700 dated 30.10.2020, reservation has been provided to residents of Punjab belonging to (EWSs) Economically Weaker Sections belonging to Punjab (whose family income is less than Rs. 8.00 lacs per annum) who are not covered under the existing scheme of reservation for Scheduled Castes and Backward Classes. Reservation of EWS category will be governed by Govt. of Punjab notification no. 1/3/2019- RC1/196 dated 18.03.2021.
  2. As per clause 6.2 of Principal Secy., Social Justice, Empowerment and Minorities (Reservation Cell), Govt. of Punjab letter no. 1/3/2019-RCI/700 dated 30.10.2020 for EWS category candidates, it is mandatory to produce ‘Income and Asset Certificate’ showing gross annual income of his/her family for financial year 2023-24 which must be valid for the financial year 2024-25.
  3. The category-wise final merit shall be prepared based on the basis of GATE-2024 marks except for Sports person category candidates whose final merit shall be prepared by the O/o Director/Sports, Punjab as per Sports gradation policy no. 47/26/83-5Edu./2036 dated 10.12.1997 and Punjab Recruitment of Sportsman Rules, 1988 with applicable amendments, if any. The Olo Director Sports, Punjab is the competent authority to issue Sports Gradation Certificate and any other Sports Certificate issued by any other authority will not be accepted as valid Certificate for claim of reservation under the Sports Person, Punjab Category).

Further, if two or more candidates have secured same marks in GATE, then their relative merit shall be determined by their age where higher age candidate shall be placed at higher merit.

(x) Important instructions for Sports Person category candidates:

  1. Sports Person category candidates who are interested in applying for the post in PSPCL are required to submit their Sports Gradation certificates in the Recruitment Section, Head Office, PSPCL, Patiala before or upto the last date of submission of online application. Candidates are advised to submit their Sports Gradation certificates within the stipulated time.
  2. Sports Gradation certificates will be sent to the O/o Director/Sports, Punjab for verification and for issue of final list/merit of Sports person category.

Merit List Preparation:

  1. Eligibility and Merit List: The merit list will be prepared for candidates who meet the eligibility criteria based on their marks in the GATE-2024 exam. Only candidates who achieve the minimum qualifying marks in GATE-2024, as specified, will be included in the merit list.
  2. Category-Wise Merit: The final merit list will be based solely on GATE-2024 marks, except for Sports Person category candidates. For these candidates, the final merit will be prepared by the Office of the Director/Sports, Punjab, following the Sports Gradation Policy no. 47/26/83-5Edu./2036 dated 10.12.1997 and the Punjab Recruitment of Sportsman Rules, 1988, along with any applicable amendments. The Office of the Director/Sports, Punjab, is the authorized body to issue the Sports Gradation Certificate. Certificates from any other authority will not be accepted for Sports Person reservation. Sports Gradation Certificates for these candidates will be sent to the Office of the Director/Sports, Punjab, for verification and final merit listing.
  3. Tie-Breaker: If two or more candidates have the same GATE-2024 marks, their relative merit will be determined by age, with the older candidate ranked higher.

Selection Process

Candidates who meet the eligibility criteria related to GATE-2024, qualifications, age, and other requirements as outlined above are eligible to apply for recruitment under CRA 310/2024 at PSPCL. Please note the following details regarding the selection process:

  • Validity of GATE-2024 Marks: Only GATE-2024 (EE) marks will be considered for this recruitment process under CRA 310/2024.
  • Document Checking: Candidates will be called for document verification based on their position in the merit list and the number of available vacancies.
  • Scorecard Submission: Candidates must present their GATE-2024 scorecard during document checking. PSPCL will verify the scorecard as part of the document verification process.

Process of Document Checking

Based on the merit list prepared from GATE-2024 marks, only those candidates who meet the eligibility criteria related to qualifications, age, etc., as specified in their application forms, will be called for document checking. The process is as follows:

  • Document Verification: Candidates must present their original documents and certificates to the document checking committee. The committee will verify the fulfillment of eligibility criteria related to qualifications, age, and reservation. Original documents will be returned to candidates on the same day after verification. Additionally, candidates must submit one photocopy of all documents, duly self-attested, to the committee.
  • Notification of Document Checking Date: The date for document checking will be communicated through registered email IDs (as provided by the candidate in the online application form) and will also be posted on PSPCL’s website (www.pspcl.in). Candidates are advised to ensure their email IDs are correct and to frequently check the PSPCL website.

Important Notes:

  1. No Guarantee of Selection: Being called for document checking does not guarantee selection or appointment to the post.
  2. Notification Procedure: Candidates will be notified of the document checking date via their registered email ID and PSPCL’s website only. If a candidate misses the initial scheduled date, a second and final chance will be provided. Failure to appear on this second date will result in the cancellation of the candidature without further notice.
  3. Personal Appearance Required: Candidates must appear for document checking in person; no one can appear on their behalf. Failure to attend the document checking process within the stipulated time will lead to the cancellation of the candidature without further notice. 

Offer of Appointment/Joining

Candidates who have successfully qualified in GATE-2024 as per CRA, and have completed the document checking process relating to qualifications and eligibility criteria such as age, academic qualifications, Punjabi language proficiency, and reservation requirements, will be considered for the selection panel based on the number of posts available.

Important Notes:

  1. Rejection of Candidature: If any information, certificate, or document provided by a candidate is found to be incorrect, fake, fictitious, forged, or does not meet the eligibility criteria specified in the CRA, their candidature will be rejected without notice. Candidates must have the requisite qualifications by the last date of the online application submission and provide proof of the same. Failure to do so, even if GATE-2024 is qualified, will result in non-consideration of the candidate, with no relaxation granted.
  2. Issuance of Appointment Letters: The appointment letters will be issued by the appointing authority to candidates on the selection panel. Candidates who receive an appointment letter will have 21 days to join PSPCL. If a candidate fails to report on the scheduled date, a final notice of up to 21 days will be given. Failure to join within the stipulated time will lead to automatic cancellation of the appointment letter without further notice.
  3. Document Submission: At the time of joining, candidates must submit all original documents to the appointing authority for verification.
  4. Validity of Selection Panels: The validity of the selection panel will be one year from the date of approval of the first selection panel by the competent authority. After this period, the waiting list will expire, and candidates on the waiting list will no longer be considered for selection. Candidates who have completed the document checking process will not be considered for selection or appointment after the validity period of the panel, as mere calling for document checking does not guarantee selection or appointment.
  5. No Objection Certificate: Candidates currently employed with Government/Semi-Government, public sector undertakings, or cooperative organizations must submit a “No Objection Certificate” from their current employer after resigning and before joining PSPCL. Failure to provide this certificate may result in non-consideration of their candidature.
  6. Educational Qualifications: Educational qualifications must be from a recognized institution, university, or board. Candidates who are appearing in their final year exams (2023-24 sessions) but whose results are pending can apply, provided they acquire the requisite qualifications by the last date of online application submission and provide proof of the same. Failure to meet this requirement, even if GATE-2024 is qualified, will result in non-consideration, with no relaxation granted. 

Training:

Selected candidates may be required to undergo training at the Technical Training Institute, PSPCL, Patiala, or at any other institute within India as designated by PSPCL.

Guidelines for Submission of Online Application:

  1. Read the Advertisement: Candidates should carefully read the advertisement and guidelines related to the online application process before submission.
  2. Online Application Only: Applications must be submitted online through the PSPCL website in English. No other method or mode of application submission, including manual or paper applications, will be accepted under any circumstances.
  3. Personal Contact Information: Candidates must provide a valid personal mobile number and email ID, which should remain active throughout the recruitment process. After registering, a Registration number will be sent to the registered mobile number. All communications regarding document checking or any other recruitment-related updates will be sent to the registered email ID and posted on the PSPCL website. Candidates are advised to regularly check their email and the PSPCL website for updates. Under no circumstances should candidates share their email ID password with anyone else. 

Step I: Registration for Online Application Form

  1. Visit the PSPCL website at www.pspcl.in and click on the “Recruitment” tab on the homepage. Then select “Recruitment of AE/OT (Electrical) in the discipline of Electrical Engineering in PSPCL based on GATE 2024 marks against CRA-310/24” and follow the instructions provided.
  2. Choose “CRA” and then click on ‘NEW REGISTRATION’ for first-time registration, or ‘REGISTERED CANDIDATE’ if you are already registered.
  3. For New Registration: Enter the Post Applied, GATE 2024 registration number, Name (as it appears on the GATE 2024 Scorecard), and Date of Birth (DOB). Complete the remaining details and verify the OTP sent to your registered email ID and mobile number.
  4. After successful verification, fill in all required details on the online application form (including Photo and Signature).
  5. Use “Save Draft” to partially save the information entered. You can edit or view your information at any time. “Save and Preview” will save all information and provide a preview of the completed form for confirmation. You can choose to “Submit” or go back to edit any details. Once you click “SUBMIT,” you will not be able to edit your information further.
  6. Before finalizing your submission, accept the Terms & Conditions and Self-declaration by checking the appropriate boxes.
  7. Candidates appearing for the final year examination (2023-24 session) should enter ‘RESULT AWAITED’ in the ‘Year of Passing’ field if the result is not yet declared.
  8. Upon completing Step I, a message will be sent to your registered mobile number confirming the completion of the online application and instructing you to deposit the application fee. This concludes Step I of the online registration process.
  9. Instructions for Uploading Photograph and Signature:
    • Photograph:
      • Dimensions: 150 x 200 pixels (preferred).
      • File Size: Between 20 KB and 50 KB.
      • Must be a recent passport-size color photo.
    • Signature:
      • Dimensions: 140 x 60 pixels (preferred).
      • File Size: Between 10 KB and 20 KB.
      • Sign in black ink on white paper; the signature must be done by the candidate themselves.

Step II: Depositing Online Application Fee (Non-Refundable)

  1. Deposit the fee as soon as you submit the application form and do not wait until the last date. PSPCL is not responsible for issues caused by last-minute rushes, internet problems, or other reasons.
  2. After successful submission of the online application, you will be redirected to the fee payment link. Deposit the application/processing fee and any applicable bank charges.
  3. If you did not pay the fee during application submission, follow these steps:
    • Go to www.pspcl.in and select “Recruitment” from the homepage, then choose “Recruitment of AE/OT (Electrical) in the discipline of Electrical Engineering in PSPCL based on GATE 2024 marks against CRA-310/24.”
    • Click on “Pay Fee,” which will redirect you to the SBI Payment Gateway page.
    • Choose an online payment method (Internet Banking/UPI/Credit Card/Debit Card). Complete the payment and retain the transaction number for reference.
  4. If the fee receipt is not generated due to technical issues, you may receive a payment failure message from the bank within one hour. You will need to attempt the payment again. The fee will be refunded to your account if necessary, and you should wait up to 48 hours for the transaction to process successfully.
  5. After successful payment, print the Payment Receipt (Subject to Realization).

Step III: Print Application Form

  1. After depositing the application fee, log in again by clicking on “REGISTERED CANDIDATE.”
  2. Check Fee Status:
    • If the fee status is “Not Paid,” the payment has not been updated.
    • If the fee status is “Paid,” the payment is confirmed.
  3. Click on “PRINT APPLICATION FORM.” Note that no email will be sent containing the final application form. It is recommended to download and retain the form for future reference.
  4. Do not attempt to register again for the same post, as multiple registration numbers can cause issues in the future.

Action Against Misconduct

Candidates are strongly advised to provide accurate, truthful information when filling out the online application. Furnishing false, tampered, fabricated, or suppressed information can result in the rejection of candidature at any stage (during document checking, appointment letter issuance, or even after joining PSPCL). If any provided information, certificate, or document is found to be incorrect, fake, fictitious, forged, or bogus, or does not meet the eligibility criteria mentioned in the CRA, the candidature will be rejected ab initio, and legal action may be taken as per applicable laws.

Other Terms & Conditions

  1. The procedure outlined above is the only valid method for applying. No other mode of application will be accepted.
  2. Once your online application is successfully registered, do not attempt to re-register for the same post. Multiple registration numbers can create issues. Only the latest application (with the highest/latest application number) will be considered. Fees paid for one application will not be adjusted against another.
  3. Keep a copy of the application form and payment receipt, as these will be checked during the document verification process.
  4. Candidature is provisional and subject to eligibility verification during document checking. Mere registration does not imply final clearance by PSPCL. Ensure you meet all eligibility criteria before submission.
  5. Apply online well before the closing date to avoid issues with website overload, internet problems, or other technical difficulties.
  6. PSPCL is not responsible for any inability to submit applications or fees due to technical issues or other reasons.
  7. Government/Quasi-Government employees must submit a “No Objection Certificate” from their current employer at the time of joining, or their candidature may not be considered.
  8. PSPCL’s decision regarding selection mode and eligibility conditions is final and binding. No correspondence will be entertained in this regard.
  9. No TA/DA will be provided for travel related to document checking or counseling.
  10. Carefully specify your sub-category and caste in the online application form.
  11. Information declared in the application is assumed to be correct and will be verified later. Any discrepancies discovered at any stage (document checking, before appointment, or after joining) will lead to immediate cancellation of candidature and possible legal action.
  12. Government employees selected for the position must be certified by their Head of Department as not facing any pending disciplinary actions, trials, or other disqualifications. A necessary NOC must be obtained from the Head of Department.
  13. Selected candidates will be governed by PSPCL’s rules and regulations, which may be amended from time to time.
  14. Failure to deposit the required fee will result in automatic cancellation of the application and it will not be considered for further processing.

  19. In case of disputes or interpretation issues, PSPCL’s decision will be final and binding. Jurisdiction will be limited to local courts at Patiala only.
