TSNPDCL Recruitment 2022: Northern Power Distribution Company of Telangana Ltd. (TSNPDCL) incorporates under the Companies Act, 1956 as a Public Limited Company on 30-03-2000. The headquarter of TSNPDCL is located at Warangal. It aims to carry out the electricity distribution business as part of the unbundling of erstwhile A.P.S.E.B and reorganization of the state of Andhra Pradesh. The formation of the state of Telangana is catering to the electricity requirements of 18 districts in Telangana State viz., Warangal, Hanamkonda, Jayashankar-Bhupalpally, Mulugu, Jangaon, Mahabubabad, Karimnagar, Rajanna-Sircilla, Peddapalli, Jagtial, Khammam, Bhadradri Kothagudem, Nizamabad, Kamareddy, Adilabad, Mancherial, Nirmal and Kumuram-Bheem Asifabad invites applications from the eligible and qualified candidates for the posts of “Assistant Engineer (Electrical).”

Age Relaxation for TSNPDCL Recruitment 2022

Minimum 18 years and maximum 44 years. The age is reckoned as on 01.01.2022.

The upper age limit is raised up to 10 years i.e., from 34 to 44 years as per the G.O.Ms.No.42, General Administration (Services-A) Department Dt: 19.03.2022.

The upper age limit of 44 years is relaxable up to 5 years in respect of SC/ST/ BC/EWS candidates and up to 10 years in respect of Physically Handicapped candidates.

 

Educational Qualifications

Applicants must possess the qualifications from a recognized University as detailed below or equivalent thereto as on the date of Notification.

Must possess a Bachelor’s Degree in Electrical Engineering/Electrical and Electronics Engineering of a Recognized University in India established or incorporated by or under a Central Act, Provincial Act, or a State Act (or) an Institution recognized by the University Grants Commission/AICTE (or) any other qualification recognized as equivalent thereto (or) a pass in Section-‘A’ & ‘B’ of A.M.I.E. examination conducted by Institute of Engineers in Electrical/ Electrical and Electronics Engineering.

 

 

Application and Examination Fee

Each applicant must pay Rs.200/- (RUPEES TWO HUNDRED ONLY) towards the Online Application Processing Fee. This apart, the applicants have to pay Rs.120/- (RUPEES ONE HUNDRED AND TWENTY ONLY) towards the Examination Fee. However, the applicants belonging to SC/ST/BC Communities, PH, and applicants belonging to EWS (Economically Weaker Sections) are exempted from payment of the examination fee.

Note: Applicants belonging to other States are not exempted from payment of the Examination Fee.

Candidates cannot get a refund or adjust fees under any circumstances. Failure to pay the examination fee and application fee wherever applicable will entail the total rejection of the application.

Application Submission and Payment Process

Step (I): – Payment of Fee: The candidate has to visit the website http://tsnpdcl.cgg.gov.in to view the detailed notification and User Guide. The candidate must fill the prescribed fee mentioned at Para-I (5) via online mode. Click on the link named MAKE PAYMENT on the website duly following online instructions and obtaining paid fee receipt with Journal Number in the first instance.

IMPORTANT NOTE: The applicant should ensure that the Certificates viz., SSC, Community, are available on hand while filling up the particulars at the time of fee payment. The candidate must fill in the Name and Date of Birth (DOB) according to the SSC Certificate and Community i.e., SC/ST/BC-A/BC-B/BC-C/BC-D /BC-E and OC or OC-EWS as per the Certificate issued by Govt. of Telangana. The particulars are filled at the time of fee payment in the online application form without any alteration. The candidate needs to fill only the other particulars as asked in the online application form.

Step (II):Submission of Application: After payment of the fee, the candidate has to visit the website http://tsnpdcl.cgg.gov.in to view the detailed notification and User Guide. The applicants have to click on the link SUBMIT APPLICATION and provide payment details (Journal number and date) and Date of Birth (DOB) details. Then, fill all the relevant fields in the application along with uploading the scanned copy of the passport size photograph with signature (see instructions for scanning and uploading photograph with signature). Immediately on submission of the application, the applicant will get an acknowledgment in the form of a downloadable PDF document.

Note:

  1. TSNPDCL is not responsible for any discrepancy in bio-data particulars while submitting the application form online. Therefore, the applicants must strictly follow the instructions and user guide on their own interests before submitting the application.
  2. The respective department takes the applicant’s particulars furnished in the application form as final. Only the computer processes this data based on these particulars. Therefore, the candidates must carefully upload/submit the application form via online mode.
  3. The authorities summarily reject the incomplete/incorrect application form. TSSPDCL does not entertain any such information furnished in the application form under any circumstances. Applicants should be careful in filling up the application form and submission. If the concerned department detects any lapse during the scrutiny, it will automatically lead to the rejection of the candidature even though he has reached the final stage of the recruitment process or even at a later stage.
  4. Before uploading/submitting of application form, the candidates are required to go through the detailed notification and should carefully ensure his eligibility for this examination. Candidates must fill out all the relevant columns of the application form. Otherwise, it can lead to the rejection of the application form.
  5. The authorities do not accept handwritten/typed/photostat copies/printed application forms. In such cases, authorities are liable for rejection.
  6. Candidates are required to retain a copy of the filled-in application form with Reference ID for future reference.
  7. Candidates have to submit applications only through online mode well in advance of the last date to avoid the last-day rush.
  8. Applicants willing to serve anywhere in the TSNPDCL jurisdiction should apply.

 

Centres for the written examination

The examination venue of the written examination for recruitment of Assistant Engineer (Electrical) is the Greater Hyderabad Municipal Corporation (GHMC) area.

 

Important Provisions Governing the recruitment process

  1. Vacancies: The concerned department conducts the recruitment process for the vacancies notified on the website subject to variation and orders in force.
  2. Recruitment: This notification and set of rules and regulations/orders of TSNPDCL determine the recruitment process.
  3. Rules: Every candidate receives information that the rules and regulations/orders existing in the TSNPDCL govern different conditions and criteria.
  4. Transparency in Recruitment: The concerned department members conduct the entire recruitment and selection process with utmost secrecy and confidentiality. It ensures that the respective team scrupulously follows the principle of merit during each of the steps. The authorities disqualify a candidate for appointment, if he himself or through relations or friends or any others has canvassed or endeavored to enlist for his candidature, extraneous support, whether from official or non-official sources for appointment to this service.
  5. For 95% of the posts, the Discom candidates receive the preference.
  6. Employed: The individuals already in the Government service /Power Utilities/Autonomous bodies/ Government Aided Institutions etc., whether in permanent or temporary capacity or as work charged employees are required to inform in writing to the Head of Office / Department according to the respective case. They must submit a “No Objection” certificate received from the concerned Head of Office / Department to apply for this recruitment and produce the same as and when required.
  7. Caste & Community: The SC & ST candidates must submit a Community Certificate issued by the competent authority (obtained from the Government of Telangana) at the appropriate time. Candidates belonging to Backward classes are required to produce a Community Certificate (BC-A, BC-B, BC-C, BC-D & BC-E) from the competent authority i.e., from Tahsildar in the State of Telangana not below the rank of Deputy Tahsildar.

No one has the right to deem a person who professes a religion different from Hinduism as a member of Scheduled Caste.

Note: The applicants belonging to other states are not entitled to any kind of reservation. 

  1. Reservations:

The following percentages of reservations are applicable subject to the orders of the Government from time to time.

EWS-10% – Economically Weaker Sections (EWS) include the individuals who are not covered under the scheme of reservations for the SCs, STs, and BCs. In addition, the families with gross annual income below Rs.8.00 Lakh (Rupees eight lakh only) come under the Economically Weaker Sections for the benefit of reservation. The persons seeking the benefit of reservation under the EWS category shall obtain the necessary certificate from the Tahsildar concerned, as per the Orders issued by Govt. The candidates must produce a EWS certificate at an appropriate time. In case of failure to produce the same on the day of verification of certificates, the authorities reject the candidature against EWS. Here, the authorities consider the OC (General) category to check the candidature.

BC-25% + 4% Reservation to the BC-E group will be subject to the adjudication of the litigation before the Hon’ble Courts including final orders in Civil Appeal No.(a) 2628-2637 of 2010 in SLP.No.7388-97 of 2010 dated 25.03.2010 and orders from the Government.

SC- 15%

ST- 6%

PH- 4% – Reservation will be applicable for candidates with requisite percentages specified by the Government/existing rules of TSNPDCL.

Women- 33 1/3% reservation is applicable as per rules.

 

Note: If eligible individuals from VH (W)/HH (W)/OH (W)/AMD (W) category are not available in the initial recruitment, the eligible Male candidates with same category of disability fill up the same respectively as per G.O.Ms.No.96, GAD (Ser. D) Department, and Dt.22.07.2019. Hence, eligible male candidates of the VH/ HH/ OH/AMD disabled category can also apply for the post meant for Women categories.

  1. Creamy Layer: In terms of G.O.Ms.No.8, Backward Classes Welfare (OP) Department, dt.13.11.2014, Govt. of Telangana, as adopted by TSTRANSCO vide T.O.O.(CGM-HRD-Per) Ms.No.188, dt.22.09.2015 and subsequently adopted by TSNPDCL, the candidates claiming reservation belonging to backward classes have to produce a certificate regarding their exclusion from the Creamy Layer from the Competent Authority (Tahsildar). The respective candidates must produce the certificate that confirms the exclusion from the creamy layer. The backward class candidates whose parents’ income is less than the limit prescribed by the Government of Telangana come under the non-creamy layer. The authorities reject the candidate without further correspondence in case of failure to produce the same on the day of verification of certificates.
  2. The candidates who have obtained a Diploma in Engineering through distance mode of education must receive the relevant Statutory Authorities’ recognition. Unless relevant statutory authority recognizes these diplomas, the respective authorities will not accept these diplomas for the purpose of educational qualification.

TSNPDCL’s decision on equivalency and relevant qualification is the final one.

 

Reservation to DISCOM Candidates

Reservation to the Discom candidates (candidates belonging to Districts falling within the jurisdiction of TSNPDCL) is applicable as provided in the Rules in TSNPDCL and as amended from time to time in force on the date of notification. The candidates claiming reservation as Discom candidates should obtain the required Study certificates (from class I to VII) or Residence Certificate in the proforma only for those candidates who have not studied in any educational institutions as the case may be. The candidates must keep the relevant certificates issued by the competent authority with them so that they can present these certificates as and when required.

  1. A candidate is eligible for direct recruitment to any post as a district candidate concerning the district on the following conditions:

(i). Where a candidate has studied in an educational institution(s) recognized by the State Government or any competent authority in such District area for a period of not less than four consecutive academic years from 1st Class to Seventh Class examination or an examination declared by the State Government to be equivalent to the Seventh Class Examination.

(ii). Where a candidate has studied in Educational Institution(s) recognized by the State Government or any competent authority up to Seventh Class in two or more districts that are equal, the district where the candidate has studied last will be considered as district area for the candidate in such circumstances.

(iii). In cases where the candidate has studied in Educational Institution(s) recognized by the State Government or any competent authority in various districts from first Class to Seventh Class, the district where he/she has studied for the maximum time is considered as the district of that candidate.

(iv). Similarly, if the candidate has not studied up to Seventh Class in any Educational Institution(s), but acquired higher educational qualifications, the place where the candidate resided from the age of 5 years to 12 years will be taken into consideration. District candidature is determined concerning to the maximum period of residence or in the case of equal periods of residence where the candidate has resided last in such equal periods.

(v). In cases, where Visually Handicapped and Hearing Handicapped persons studied in the special schools meant for them, the ordinarily residing place of the parents of such Visually Handicapped and Hearing Handicapped persons shall be taken into consideration for determining the Discom candidature.

NOTE: Residence certificate will not be accepted if a candidate has studied in any Educational Institution up to 7th Class or equivalent examination, such candidates have to produce study certificates invariably.

 

Examination Pattern

The written test comprising of 100 marks consisting of 100 multiple-choice questions and each question carrying a weightage of one mark. Section A consists of 80 questions on a core technical subject and Section B consists of 20 questions on General Awareness, Numerical Ability, and History related to Telangana Culture & Movement.

The duration of the written examination is 2 hours. (120 minutes).

 

Details of Written Examination:

  1. Syllabus: The syllabus for the written examination for AE(Electrical) is placed at Annexure-II.
  2. Hall Tickets: The hall tickets are available on the website well before the date of examination. You need to keep an eye on the careers section present on the TSNPDCL official website’s careers section to receive the latest update regarding the respective exam. The candidate has to download the Hall ticket from the website only. Therefore, you need to keep in mind that candidates do not receive the hall tickets via post. Candidates must preserve the hall ticket until the final selection.
  3. Date of examination: The finalized date of written examination for Assistant Engineer (Electrical) is 14-08-2022.

Note: The concerned team adds and updates the changes in the scheduled date of written examination on the website at regular intervals.

  1. Examination Centers: The written examination for recruitment of Assistant Engineer (Electrical) is conducted at different centres located in the GHMC area.
  2. Instructions to Candidates at the time of Written Examination:
  1. The examination is of two hours duration. The date, time and venue details are present on the hall ticket. Candidates should reach the test center much before the exam time. The candidates have to report 60 minutes before the exam time at the examination venue. Candidates cannot enter the examination hall after the exam has started. None of the candidates can leave examination hall before the closure of examination time under any circumstances. The candidates shall appear for written examination at their own cost.
  2. The test will be of objective type with multiple-choice questions with only one answer being correct among the four alternatives suggested.
  3. Every candidate receives separate O M R (Optical Mark Reader) answer sheet before the exam commencement. The candidate has to indicate his response to each question by darkening the appropriate bubble with a Black Ball Point pen. Candidates cannot use white fluid to make corrections during the examination.
  4. The candidate has to bring a good quality Black Ball Point pen to the examination hall.
  5. The candidate has to handover the original OMR Sheet to the invigilators in the examination center. Candidates can take the question paper with them after the examination. If any candidate in violation of the above instructions takes away the original OMR Sheet, his candidature is rejected for recruitment besides invocation of penal provisions including debarment of the candidature for all future recruitments to be conducted by the TSNPDCL.
  6. The candidate must meticulously follow all the instructions given on the question paper booklet and OMR Answer Sheet. Otherwise, the respective answer sheet is not evaluated.
  7. Candidates cannot use calculators/mathematical tables. Candidates should not bring cell phones or any other electronic gadgets to the examination hall.
  8. The concerned team adds the provisional key on the website within 7 days of the written examination.
  9. The concerned candidate can raise the issue concerning the objections on the provisional key within 3 days from the date of placing of the provisional key to email id: jshrd@tsnpdcl.in.
  10. The TSSPDCL authorities examine the objections and the decision of the TSSPDCL in this regard shall be final. They do not entertain any objection filed after the expiry of specified time from the date of publication of key/revised key.

 

Selection Process

(i) The written examination is the only mode of candidates’ selection.

(ii) In the event of a tie in written exam marks, candidate whose age is higher will get preference during the selection process. In the event of a tie thereon, the marks obtained in Part-A will form the basis for deciding the rank.

(iii) Those candidates who qualify in the written examination with higher ranks community wise become eligible for verification of Original Certificates in a 1:1 ratio.

(iv) The minimum qualifying marks in the written examination for the above selection process shall be as follows:

OC & EWS – 40%

BC – 35%

SC/ST – 30%

PH – 30%

Note: Mere securing minimum qualifying marks does not vest any right to a candidate to become eligible for verification of original certificates or for an appointment.

(v) The selection list is divided into two parts. The first part will comprise 5% of the posts consisting of combined merit list. The remaining second part will comprise 95% of the posts consisting of the candidates belonging to the TSNPDCL Discom jurisdiction only. The respective authorities fill up the posts based on the existing rules associated with the reservation. Specific notifications are released on the official site from time to time. The candidates selected are allotted to different places in TSNPDCL jurisdiction.

 

Disqualification

The concerned authorities conduct the whole recruitment and selection process with utmost secrecy and confidentiality. This ensures that the candidates follow the principle of merit as per the set rules and regulations. A candidate is disqualified for the appointment, if he/she has endeavored to enlist for his/her candidature, extraneous support, whether from official or non-official sources for appointment to this service. Conviction in criminal cases involving moral turpitude is declared insolvent.

 

Terms and Conditions of Service

  1. Scale of Pay: Rs.64295-2655-69605-3100-85105-3560-99345
  2. Training cum Probation: The candidates appointed to the post are on probation for 2 years, which includes 1-year training. At the time of joining, they shall have to deposit their original certificates such as Date of Birth certificate (SSC), Degree, Caste, and Study/Residence Certificates. During the training cum probation period, they will be paid initial scale of pay of Assistant Engineer with usual allowances admissible at the place of posting.
  3. Place of posting: The candidates appointed shall be required to work wherever posted in the jurisdiction of TSNPDCL for a minimum period of 3 years.
  4. The candidate will be governed by the rules and regulations applicable or as framed by the TSNPDCL and as amended from time to time.
  5. Execution of Service Bond: At the time of joining, the candidate shall have to execute a bond to serve TSNPDCL for a minimum period of 5 years in addition to a two-year training cum probation period. The candidate who leaves the company during the training period of one year shall refund the emoluments received by him/her during the training period plus Rs. 50,000/- (Rupees Fifty Thousand only) by way of liquidated damages. The candidate who leaves the company without serving a minimum period of six years after completion of training, shall pay to the company a sum of Rs. 1,00,000/- (Rupees One Lakh only) by way of liquidated damages.

 

Debarment

  1. Candidates should make sure of their eligibility for the post applied for and that the declaration made by them in the format of the application regarding their eligibility is correct in all respects. Any candidate furnishing incorrect information or making false declaration regarding his eligibility at any stage or suppressing any information is liable to be debarred from appearing in any examinations conducted by the Telangana Power Utilities and summarily rejected of their candidature for this recruitment and future recruitments.
  2. The exam authorities do not allow candidates to use any irregular or improper means in connection with their candidature. The authorities have the right to take strict action against such cases. In such cases, the candidate is also liable to Criminal Prosecution with permanent debarment from the TSNPDCL and other TS Power Utilities exams and selection in any of these exams.

Candidates are directed to follow the website (www.tsnpdcl.cgg.gov.in) regularly to know the latest developments of this Recruitment and any changes/ Modifications/ Addendum/Corrigendum, dates of Examination, calling candidates for verification of Certificates/Results etc. Candidates may note that individual communication is not possible. Hence, they must regularly visit the website for updates. Candidates must go through the User Guide before filling up the online application form.

 

Instructions to In-Service Employees

The employees working in TSNPDCL in the cadre of Assistant Engineer and above are not eligible to apply. If found applied, they are liable for disciplinary action apart from prosecution.

 

Tsnpdcl’s Decision to be final

The decision of TSNPDCL in all aspects pertaining to the application and its acceptance or rejection as the case may be, the conduct of examination, and at all consequent stages culminating in the selection or otherwise of any candidate shall be final in all respects. TSNPDCL reserves its right to alter and modify terms and conditions laid down in the notification for conducting the various stages up to selection, duly intimating details thereof to all concerned, as warranted by any unforeseen circumstances arising during this process, or as deemed necessary by TSNPDCL at any stage.
