Haryana Power Utilities (HPUs) i.e. Haryana Vidyut Prasaran Nigam Limited (HVPNL), Haryana Power Generation Corporation Limited (HPGCL), Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) & Dakshin Haryana Bijli Vitran Nigam Limited (DHBVNL) are carrying out the work of Transmission, Generation and Distribution of electricity in the State of Haryana. Haryana Power Utilities (HPUs) have Decided to undertake recruitment of Assistant Engineer/ Electrical cadre and Assistant Engineer/Civil Cadre against the available vacant posts meant for direct recruitment based on GATE-2019 or GATE- 2020 result & Socio-economic criteria and Experience.

1. b) Must have passed Hindi/ Sanskrit up to matric Standard or in Higher Education.

Electrical Engineering (EE)

2. Mechanical discipline 15 a) Full-Time Bachelor of Engineering Degree or equivalent Degree* from a University duly recognized by Central Government or a State Government with a minimum 60% marks in respect of General category/ other category candidates and 55% marks in respect of SC category candidates of Haryana domicile, in any one of the following disciplines:

i) Mechanical Engineering.

OR

Full-time Master of Engineering Degree or equivalent Degree from a University duly recognized by Central Government or a State Government with a minimum 60% marks in respect of General category/other category candidates and 55% marks in respect of SC category candidates of Haryana domicile, in the Mechanical Engineering disciplines, in case of candidate having full time Bachelor of Engineering Degree or equivalent Degree in Mechanical Engineering with marks less than 60% for General/Other candidates & less than 55% for SC category candidates of Haryana domicile.

b) Must have passed Hindi/Sanskrit up to matric standard or in Higher Education.

Mechanical Engineering (ME)

Rs.53100- 167800 in pay matrix level-9

Assistant Engineer (Civil Cadre)
3. Civil discipline 18 a) Full-Time Bachelor Degree in Civil Engineering or equivalent Degree* from a University duly recognized by Central Government or a State Government with a Minimum 60% marks in respect of General category/other category candidates and 55% marks in respect of SC category candidates of Haryana domicile.

OR

Full-time Master Degree in Civil Engineering or equivalent Degree from a University duly recognized by Central Government or a State Government with a minimum 60% marks in respect of General category/other category

candidates and 55% marks in respect of SC category candidates of Haryana domicile, in case of candidate having full time Bachelor Degree or equivalent Degree in Civil Engineering with marks less than 60% for General/Other candidates & less than 55% for SC category candidates of Haryana Domicile.

b) Must have passed Hindi/Sanskrit up to matric Standard or in Higher Education.

Civil Engineering (CE)

Rs.53100- 167800 in pay matrix level-9

Note* 1. HPUs reserves its right to increase/ decrease the total number of posts against various Categories.

            2. ln case of equivalent qualification, equivalency of qualification shall be checked by Haryana Power Utilities at the time of verification/ checking of documents. The decision of HPUs shall be final in this regard.

            3. The Assistant Engineers selected in HPUs would be posted all over Haryana and any Other place in India where the offices/installation of HPUs exists as the case may or The State Govt. may so desire in public interest.

Age limit

Eligibility of age limit is as on last date of submission/receipt of application form i.e. 08-01-2021. The age limit for the post of Assistant Engineer is 20 to 42 years.

Relaxation in Age Limit (For Candidates of Haryana Domicile Only):

The relaxation in age limit is admissible to candidates of Haryana Domicile only. Upper age limit is relaxable as admissible under rules/registrations/instructions of HPUs/ Haryana Government. Relaxation in age in different categories, subject to the condition that the candidate is meeting other eligibility criteria for the post, is as given below:

Ex-Serviceman 42 years and Upper Age Limit is relaxable up to continuous Military Service added by 03 years is permissible, over & above their respective category.
For serving employee of HPUs The age relaxation to the employees of Haryana Power Utilities be given  to the extent of number of years of regular service rendered by them in any of the Power Utility subject to maximum 5 years provided they apply through proper channel.
Candidates belonging to States other than Haryana

Gen., SC, ST, OBC, PwD, ESP, EWS

NA 42 Years
ESM

42 years and Upper Age Limit is relaxable up to continuous Military Service added by 03 years is permissible.

Note* If benefit of age relaxation is admissible to a candidate for more than one of the categories Mentioned above, then benefit shall be considered only for one of those categories, which Allows maximum age relaxation to the candidate.

 

The upper age limit is relax able up to 45 years for the candidates belonging to the following categories:-

  1. a) Unmarried female candidates of Haryana State Only.
  2. b) Women whose husbands have been ordered by civil/criminal courts to pay maintenance to them. women whose husbands have remarried; widows; women who are legally separated from their husbands or have been divorced; women living separately from their husbands for more than two years because of desertions; wives of serving disabled military personnel and widows of those who are/ were killed in action. Women living separately from their husbands due to desertion will be required to submit with her application, an affidavit to the effect that she has been deserted by her husband and has been living separately from him for more than two years. And this affidavit should be countersigned by two responsible persons such as members of the Legislatures, Local Bodies including Panchayats and Bar Association where however, a woman who has re-married she would not be eligible for the above concession in the matter of age.

 Selection Process

  1. The candidates who have acquired the essential qualification as mentioned at Sr.No.3 above and must have qualified the GATE-2019 or GATE- 2020 (Graduate Aptitude Test in Engineering-2019 or 2020). As the case may be, conducted by designated IIT in corresponding paper i.e. Electrical Engineering (EE), Mechanical Engineering (ME) and Civil Engineering (CE) shall only be eligible to be considered for selection.
  2. The selection of the candidates in each category would be done by the HPUs from the eligible candidates as given in para-(i) above, on the basis of result of the GATE-2019 or GATE- 2020 (Graduate Aptitude Test in Engineering- 2019 or 2020) & Socio-economic criteria and Experience, in the respective discipline as per requirement of Haryana Power Utilities.
  3. The qualifying marks in respect of GATE-2019 or GATE- 2020 (minimum cut-off) shall be as declared by GATE-2019 or GATE- 2020 Organizing Institute i.e. IIT Madras in 2019 & IIT Delhi in 2020 for respective GATE paper/discipline/ category given as under:-

The scheme of marks in respect of selection to Assistant Engineer (Group B) post shall comprise of total 100 marks, which is detailed below:-

  1. Weightage of GATE Exam: 80 marks [The normalized GATE Marks (out of 100) would be converted /scaled out of 80 Marks by multiplying with 0.8]
  2. Socio-economic criteria and Experience: 20marks

The marks for experience and some objective socio-economic criteria are to be allocated as follows:-

(a) If neither the applicant nor any person from among the applicant’s family viz. father, mother, spouse, , brother, and Son is, was or has been a regular employee in  Department/Board/Corporation /Company/Statutory Body/Commission/ Authority of Government of Haryana or any other State Government or Government of India. (10marks)

(b) if the applicant is:-

  1. a Widow ; or
  2. the first or the second child and his father had died before attaining the age of 42 years; or
  3. the first or the second child and his father had died before the applicant had attained the age of 15 years.(10marks)

(c) If the applicant belongs to such a denotified tribe (VimuktJatis and Tapriwas Jatis) or Nomadic tribe of the State of Haryana which is neither a Scheduled Caste nor a Backward Class.(10marks)

(d) Experience: One mark for each year or part thereof exceeding six months of experience, out of a maximum of sixteen years, on the same or a higher post in any Department/ Board/ Corporation/ Company/ Statutory Body/ Commission/ Authority of Government of Haryana. No marks shall be awarded for any period less than six months.(Maximum of 16marks)

Note: No applicant shall be given more than 20 marks for Socio-economic criteria and Experience under any circumstances.

  1. The selection process consist of marks obtained (80% normalized marks out of 100) 80 marks in the corresponding paper of GATE-2019 or GATE-2020 and 20 marks of Socio-economic criteria and Experience. No interview will be carried out for the posts being advertised by Haryana Power Utilities. Appointments will be made on the basis of the GATE-2019 or GATE-2020 result and Socio-Economic criteria and experience. GATE result of 2018 or prior will not be valid.
  2. The applicant is required to fill up the normalized marks (out of 100) obtained in GATE-2019 or GATE-2020, whichever is higher, during online submission of application.
  3. Besides this, Educational qualifications must be from a recognized Institution/ University/ Board.
  4. In case total marks out of 100 (including weightage of 80 marks rationalize from Normalized marks of GATE-2019 or GATE-2020 and 20 marks of Socio-Economic criteria and experience) of two or more candidates are equal then candidate older in age would be considered higher in merit. Further, in case age is also equal then candidate having more marks in essential qualification would be considered higher in merit.
  5. The shortlisted eligible candidates numbering 2 times of advertised posts for a particular category (subject to minimum 4 nos.) would be called for verification/checking of original documents/ certificates in order of Merit prepared on the basis of selection criteria mentioned above. The Nigam at its sole discretion may give extended chances to a candidate who due to some genuine constraints could not appear on schedule date and time fixed for verification of original documents and certificates.
  6. Waiting list equivalent to 10% (subject to minimum 2) of the posts advertised for a particular category will be prepared. The persons from the waiting list will be offered appointment against all vacancies falling vacant for any reason including due to resignation/ death of newly selected/ appointed incumbents during the period of validity of the waiting list. The waiting list would be valid for one year from the date of declaration of result in terms of Instruction issued vide memo No. 42/43/84-5GSI dated 20.01.1988 and amended from time to time.
  7. Offer of Appointment will be issued by respective HPUs to the selected candidates in the order of category wise Merit prepared on the basis of GATE-2019 or GATE-2020 result & Socio-economic criteria and Experience and as per the preference indicated by the candidate in the application form and based on the requirement of Haryana Power Utilities.
  8. The selected candidates for the post of Assistant Engineer will produce Medical Fitness certificate required for first entry into service from the Civil Surgeon of any district in Haryana State before joining the services.
  9. The candidates who have appeared in both GATE-2019 and GATE-2020, they have the option to apply for the post of AE on the basis of GATE-2019 or GATE-2020 result as the case may be.

The candidate is required to deposit the fee separately for each post applied for as per the details given below:-

  1. The application fees is to be paid online through electronically mode i.e. Debit card/Credit card/ Net banking.
  2. Fees once paid is neither transferable nor refundable /adjustable,
  3. No concession of fee is admissible to candidates belonging to States other than Haryana.
  4. PwD candidates of Haryana Domicile only are exempted from payment of fees,
  5. Dependents of Ex-servicemen (DESM) & Dependents of Freedom Fighter (DFF) are required to pay the fees as for General and SC, BC-A & BC-B candidates of Haryana Domicile as the case may be.
  6. Application fee for ESP candidates of Haryana domicile is as per their respective category i.e. Gen/SC/BC and Gender.

Application Process

  1. Please read the instructions and procedures carefully before filling the online Application form. No request regarding any change against any entry in the online application form will be entertained,
  2. For submission of online applications, candidates have to visit on the website of Haryana Power Utilities i.e.

  4. iii. The application fees is to be paid online through electronically mode i.e. Debit card/Credit card/ Net banking.
  5. Online application complete in all respects should be submitted within stipulated period starting from 07-12-2020 to 08-01-2021. The application form received through Courier or any other means will not be entertained in any case and will be rejected.
  6. HARD Copy of online Application form is not required to be submitted.
  7. It is made clear that any delay in submission of online application form by the due date shall be sole responsibility of the candidate.
  8. vii. The candidate should retain printout of online application form for future reference and same will have to be brought by the candidates at the time of verification/ checking of the documents.
  9. viii. Online application that are incomplete and without prescribed fee will be rejected straightaway and no correspondence in this regard will be entertained.
  10. Candidates are advised to apply online well in time without waiting for last date of submission of application.
