The Ministry of Railways has recently announced the recruitment of officers in Indian Railways Management Services through ESE 2025 and Civil Services exams. Meanwhile this news created a mix of excitement, nervousness, and confusion. They were excited for additional vacancies which increased their chances to qualify the exam. And nervous and confused because the submission date of the online examination was about to end, and the modification in the application according to the revised notice was not available.
However, UPSC, the conducting body of ESE, has released a public notice about the extension of application. Candidates are encouraged to read this blog carefully to understand the IRMS recruitment and the latest notification.
Railway restore the recruitment policy through ESE 2025
The Ministry of Railways has decided that recruitment to the Indian Railways Management Service will be made both through the CSE and ESE. Earlier, in 2022, the Ministry of Railways has been recruiting officers to the IRMS through civil services examinations.
But now the recruitment of technical candidates will be through the Engineering Services Examination (ESE) 2025, and non-technical candidates will be recruited through the civil services examination. The railway is the lifeline of the nation and the most pivotal part for the nation’s growth. So it is very important to fill the Indian railways with skilled professionals who are passionate for their as well as the nation’s progress. Let’s understand the whole scenario in brief to avoid any misconception regarding the official information.
RECRUITMENT OF INDIAN RAILWAYS (IRMS)
IRMS 2020 – 2024: Through CSE
IRMS 2025 Onward: Through ESE & CSE
Indian Railways Management Service (IRMS) used to recruit candidates through civil services during 2020. But as there is a high demand and need for skilled engineers, the Ministry of Railways requested DoPT, the Department of Personnel and Training, to recruit technical candidates through the engineering services examination, which will eventually evaluate the technical competencies. And so DoPT approved of this hiring process, which was the same pattern before 2019.
Let’s have a brief look over the old pattern of IRMS:
- On 24th Dec. 2019, Cabinet approved the merger of 8 departments of Indian Railways. (in the image given below)
- These were categorized as non-technical and technical departments.
- December 2019: Cabinet merged eight railway departments to form IRMS to reduce departmentalism.
- February 2020: Railway vacancies were withdrawn from ESE after the Prelims 2020. This was a big breakdown for the candidates.
- IRMS vacancies were added to CSE as Railway said more than 60% of CSE officers are engineers.
- In 2022: Railways proposed a separate IRMS exam (common prelims with CSE, separate main), but the notification was withdrawn.
- IRMS recruitment continued via CSE until 2024.
- In 2023, the Railway Board recommended recruiting technical officers via ESE and non-technical officers via CSE.
- On October 3rd 2024, the Ministry of Railways requested DoPT to amend the recruitment process in consultation with UPSC.
- DoPT approved the recruitment for IRMS (Technical) through ESE and IRMS (Non-Technical) through CSE from the 2025 exam year onward.
And so this is how the engineering aspirants will be recruited through ESE 2025, and it is highly advised to fill out the form as soon as possible, as the last date to fill out the ESE 2025 application is 8th October 2024.

ESE 2025 Notice
Till now we got to know about the change in recruitment pattern of officers in IRMS and how the deadline of online application is creating lots of confusion and havoc among the candidates about the extension of application submission. The last date of submission before IRMS involvement was 8th October, and the modification date was 9th October till 15th October. However, looking after the revised vacancies, UPSC has released the new public notice with the extended date for new applicants as well as old applicants, enabling them to make changes.

FAQs
1. Has the ESE-2025 application form’s last date extended?
Ans. Yes, the ESE 2025 application form’s last date has been extended from 18th October till 22nd November 2024.
2. Can CS or other branch students apply?
Ans. Yes, other engineering branches are eligible to fill out the form but have to prepare for the given respective branches.
3. Will the pattern and syllabus change?
Ans. No, the pattern and syllabus are not expected to change even after the revised vacancies.
4. Will there be age relaxation?
Ans. It will be specified in the official notification if deemed necessary by the UPSC.
5. How many number of attempts are there ?
Ans. In ESE there is no number of attempts, but CSE allows 6 attempts.
6. What about those who have already filled in the ESE 2025 form?
Ans. It is advantageous if you have submitted the form. As the extension has been made, candidates can modify their application from 23rd November 2024 till 29th November 2024.
7. Are IRMS vacancies permanent in ESE ?
Ans. As per the Official notification, it is permanent from 2025 onwards, technical recruitment through ESE and non-technical recruitment through CSE for Indian railways.
